Best PR Agencies in Denmark (2026): 7 Agencies Reviewed

Denmark is a small, high-income market with a large public sector, and public affairs – working with ministries, authorities and interest organisations – is a big part of what Danish PR agencies do. This ranking is written for a company from the US, the UK, another EU country or elsewhere in the Nordics that wants to hire PR agencies in Denmark, for media relations, public affairs or a campaign. I kept 7 agencies, all registered in the Danish Central Business Register (CVR), and read each one’s registry data and filed accounts.

PR agencies in Denmark at a glance

If you only have a minute, these are the PR agencies in Denmark I would shortlist as a foreign company, in the order I would contact them. Each is reviewed below, with its registry data on its company profile.

  1. Primetime – One of Denmark’s largest independent PR and communication agencies, strong in the public sector.
  2. Operate – Copenhagen change agency for public affairs, behaviour-change communication and stakeholder campaigns.
  3. Lead Agency – B Corp-certified, partner-owned Copenhagen agency for public affairs, health and purpose-driven campaigns.
  4. RelationsPeople – Business-minded Copenhagen agency for corporate PR, thought leadership and media training.
  5. Holm Kommunikation – Copenhagen PR and public affairs agency known for newsjacking and creative campaigns.
  6. HAVE Kommunikation – Copenhagen and Aarhus PR agency with deep roots in arts, culture and events.
  7. Think PR – Small Copenhagen consumer and tech PR agency covering the Nordics.

How I ranked the PR agencies in Denmark

I ranked the PR agencies in Denmark by quality first, fit for a foreign client second and price third:

  • Track record – years on the market, named clients, cases and awards, such as Lead Agency’s European Excellence Award and Primetime’s public-sector campaigns.
  • Specialisation – media relations, public affairs, crisis communication, behaviour change, corporate PR or culture and events.
  • Fit for a foreign buyer – work in English and for international brands, as at RelationsPeople, Holm Kommunikation and Think PR.
  • Reviews – none of these agencies has usable Clutch reviews, so I say so and name the strongest other signal for each.
  • Accounts and ownership – Danish companies file their annual accounts publicly, so I read each agency’s figures (via estatistik.dk, which republishes Danish Business Authority data). Many report only gross profit (bruttofortjeneste); I quote revenue only where it was filed. CVR numbers, directors and owners come from CVR data (via firmaapi.dk).

The list includes only firms registered and headquartered in Denmark. I left out Danish offices of Nordic groups, for example Spalt, whose Danish company is owned by a Swedish parent, Rud Pedersen, which belongs to a Swedish-registered group, and Geelmuyden Kiese, which is Norwegian. I also dropped agencies that are in liquidation or now too small to take on a foreign client.

The 7 best PR agencies in Denmark, reviewed

Every PR agency in Denmark below gets the same treatment: who they are, what clients say, the facts that matter when you hire, and my opinion on who should – and should not – work with them.

1. Primetime

One of Denmark’s largest independent PR and communication agencies, strong in the public sector

Primetime is a Copenhagen communication agency covering PR and crisis management, public affairs, campaigns, financial communication, recruitment communication, branding, insights and media training, plus AI advisory. The current partnership company (P/S) was registered in 2019, but the Primetime brand is older. It is owned in equal halves by its two partners, Thomas Erik Rahbek Juul-Dam and Casper Hyldekvist.

What clients say. I found no Clutch profile, so there are no usable reviews. Its cases are the signal, dominated by Danish public bodies and organisations: Sundhedsstyrelsen (the Danish Health Authority), EIFO, Kræftens Bekæmpelse, HK Danmark, FSR – danske revisorer, Digitaliseringsstyrelsen, Realdania and Kriminalforsorgen. It is also the largest PR agency here by filed revenue: DKK 71m in 2025, with a gross profit of DKK 48m.

Facts: Copenhagen · 52–53 people · Danish, English.

My take: my first call for public affairs or a large public-information campaign in Denmark. Best for: organisations that need PR, public affairs and large public-information campaigns in Denmark. Not for: foreign tech start-ups that want media relations in many countries.

2. Operate

Copenhagen change agency for public affairs, behaviour-change communication and stakeholder campaigns

Operate is a Copenhagen communication and change agency founded in 2004, with about 70 consultants from economics, political science, communication, design and anthropology. It works on public affairs, behaviour-change communication, purpose and leadership, and organisational change for companies, public authorities and foundations. It is registered as a management consultancy, so it sits between a PR agency and a consultancy. It is owned by its partners and their holding companies.

What clients say. I found no Clutch profile, so there are no usable reviews. Its client logos are the signal: Ørsted, Carlsberg Group, Realdania, Copenhagen Airports, Sundhedsstyrelsen, Novo Nordisk Fonden, Energinet, Københavns Kommune and Unicef. Its accounts show net revenue of DKK 64.1m and a net profit of DKK 5.8m in 2025, and a profit every year since 2021.

Facts: founded 2004 · Copenhagen · about 61 people · Danish, English.

My take: the agency I would hire to move a policy agenda or change behaviour among Danish stakeholders. Best for: organisations that need public affairs, behaviour-change campaigns or stakeholder communication in Denmark. Not for: consumer brands that want product publicity or influencer PR.

3. Lead Agency

B Corp-certified, partner-owned Copenhagen agency for public affairs, health and purpose-driven campaigns

Lead Agency is a Copenhagen communication and public affairs agency founded in 2007, owned by its partners and certified as a B Corp. Its public affairs campaign for Ældre Sagen won a European Excellence Award in 2023.

Its award and clients – Læger uden Grænser (MSF Denmark), Børns Vilkår, Ældre Sagen, Forskningens Døgn and Ebbefos Fonden – are the signal. Its accounts show net revenue of DKK 65.7m in 2024 and a gross profit of DKK 44.8m in 2025, with a net profit of DKK 6.3m.

4. RelationsPeople

Business-minded Copenhagen agency for corporate PR, thought leadership and media training

RelationsPeople is a Copenhagen communication agency founded in 2000 that focuses on business-driven PR, public affairs, leadership and internal communication, employer branding, ESG communication, thought leadership and media training. Its largest shareholders are the founder’s holding company and the Danish PeopleGroup A/S, with a third each; two managers hold 10% each.

What clients say. It is listed on Clutch, but I have no review figures I can use, so there are no usable reviews. Its clients are the signal: McDonald’s Denmark, Sodastream, Tænketanken Europa, Det Danske Spejderkorps and Samsung Electronics, for which it was the Nordic lead agency on a global product launch. Its gross profit was DKK 12.7m in 2025, with a net profit of DKK 2.6m.

Facts: founded 2000 · Copenhagen · about 15 people · Danish, English.

My take: the agency I would call as an international brand that needs corporate PR and media training in Denmark. Best for: corporates and international brands that need Danish or Nordic corporate PR, thought leadership and media training. Not for: buyers who want large integrated advertising campaigns.

5. Holm Kommunikation

Copenhagen PR and public affairs agency known for newsjacking and creative campaigns

Holm Kommunikation is a Copenhagen PR agency founded in 1998 (the company itself was registered in 1997). It offers PR, public affairs, creative and digital communication, newsjacking, hero content, creator and press events and debate events, for example at the Folkemødet democracy festival. It is controlled by the holding company of its founder, Morten Holm, with two-thirds of the shares.

What clients say. It is listed on Clutch, but I have no review figures I can use, so there are no usable reviews. Its work is the signal: campaigns for Burger King, PlayStation Nordics, TikTok, Sikkerhedsstyrelsen, Red Barnet and Medice Nordic, and a testimonial from Adobe’s Nordic communications director. It reported net revenue of DKK 19.0m and a profit in every year since 2021.

Facts: founded 1998 · Copenhagen · about 11 people · Danish, English.

My take: my pick for an international tech or consumer brand that wants creative, news-driven PR in Denmark. Best for: international tech and consumer brands that want creative, news-driven PR in Denmark. Not for: very large multi-market programmes that need a big team.

6. HAVE Kommunikation

Copenhagen and Aarhus PR agency with deep roots in arts, culture and events

HAVE Kommunikation is a full-service PR and communication agency founded in 2004 with offices in Copenhagen and Aarhus. It offers PR, public affairs, strategy, events and awards, social media and crisis and leadership advice. It has strong roots in arts and culture: it runs the opinion platform KulturAgenda and the TV show KulturHave on dk4. It is controlled by HAVE Holding ApS with two-thirds of the shares; the managing director holds 10%.

What clients say. I found no Clutch profile, so there are no usable reviews. Its cases are the signal: the Reumert theatre awards, the Bodil film awards, X Factor, Muskelsvindfonden, Fregatten Jylland and Odense Kommune. Its accounts are stable but thin, with a gross profit of DKK 9.4m and a small profit in 2025.

Facts: founded 2004 · Copenhagen and Aarhus · 18–22 people · Danish, English.

My take: the agency I would brief for a cultural, entertainment or tourism launch aimed at Danish media. Best for: culture, entertainment, events and tourism clients that want Danish media coverage. Not for: B2B tech or financial companies that need specialist sector PR.

7. Think PR

Small Copenhagen consumer and tech PR agency covering the Nordics

Think PR is a Copenhagen PR agency founded in 2006 that offers strategic communication, PR, digital and social, tech PR and campaigns, with an in-house advertising unit, Thinkhouse. It says it works across Denmark, Sweden, Norway and Finland. It is 100% owned by its director, Karin Mette Nørgaard. It is small today: a gross profit of DKK 2.1m in 2025 and losses in 2024 and 2025.

What clients say. It is listed on Clutch, but I have no review figures I can use, so there are no usable reviews. The logo wall on its website – Adidas, Carlsberg, Coca-Cola, Disney Nordic, Logitech, Red Bull, Birkenstock and Novozymes – is the signal, though some of these clients may be past ones. Ask for recent references.

Facts: founded 2006 · Copenhagen · 6–8 people · Danish, English.

My take: an option for a consumer or tech brand that wants Nordic product PR from a small senior team. Best for: international consumer and tech brands that want Danish or Nordic product PR from a small senior team. Not for: buyers who need a large team or public affairs at scale.

Quality, specialisation and what PR agencies in Denmark charge

Only one of the PR agencies in Denmark in this ranking shows a rate: Lead Agency lists $200–300 an hour with projects from $5,000. The others quote by project or retainer after a briefing. Invoices are usually in Danish kroner (DKK), which is pegged to the euro, so prices in euros move very little. As a general observation, Danish communication consultants charge rates among the highest in the EU.

The main choice is between public affairs and public-sector specialists (Primetime, Operate, Lead Agency), corporate PR and media training (RelationsPeople), creative, news-driven consumer PR (Holm Kommunikation, Think PR) and culture and events PR (HAVE Kommunikation).

How to choose a PR agency in Denmark

Choosing a PR agency in Denmark starts with the audience you need to reach:

  • Media or policy – consumer and tech launches need media relations (Holm Kommunikation, Think PR); influencing authorities and organisations needs public affairs (Primetime, Operate, Lead Agency).
  • Language – English is excellent in Denmark, but Danish media write in Danish. Ask who will write and pitch in Danish.
  • Denmark only, or the Nordics – RelationsPeople and Think PR have worked across the Nordic countries; ask how they cover Sweden, Norway and Finland.
  • Size of team – several agencies here have fewer than 25 people. Ask who will work on your account day to day.
  • Financial health – Danish accounts are public, so read the last two years before you sign a retainer.

Also check the paperwork when you hire a PR agency in Denmark. Look up the CVR number on datacvr.virk.dk, where you can also download the filed annual accounts, and check the VAT number (DK followed by the CVR number, in most cases) in the EU’s VIES database. If your business is in another EU country and gives its own VAT number, the reverse charge usually applies and the invoice carries no Danish VAT; for a business outside the EU, Danish VAT is in most cases not charged on these services. Confirm with your adviser – this is not legal or tax advice. Denmark is on Central European Time (CET). For comparison, here is the same list for Poland, where rates are lower.
