Best Employer of Record Companies in the Netherlands (2026): 9 Providers Reviewed

If you want to hire someone in the Netherlands without opening a Dutch BV, an employer of record becomes their legal employer, runs Dutch payroll and takes on the employer’s obligations, while you direct the work. The Netherlands has no separate EOR licence: in most cases EOR is done through payrolling or agency (uitzend) contracts, which come with their own rules. This ranking is written for a company from the US, the UK, another EU country or the Nordics that wants to use one of the employer of record companies in the Netherlands, from global platforms to Dutch payroll employers. I kept 9 companies and looked up each one’s KvK number, the Dutch Chamber of Commerce registration.

Employer of record companies in the Netherlands at a glance

If you only have a minute, these are the employer of record companies in the Netherlands I would shortlist as a foreign company, in the order I would contact them. Each is reviewed below, with its registry data on its company profile.

  1. Parakar – Dutch-founded EOR, payroll and HR provider with its own entities in ten European countries.
  2. Employor – Amsterdam EOR, PEO and payroll specialist for the Netherlands, with or without work permits.
  3. Tentoo – Dutch payrolling pioneer since 1992: 700+ clients and 170,000 payslips a year.
  4. EuroDev – European expansion partner for North American firms: EOR and PEO, recruitment and outsourced sales.
  5. Rivermate – Dutch-founded global EOR platform covering 135 to 180+ countries.
  6. LIMES international – Tax-led EOR+ with payroll, 30% ruling, immigration and social-security advice.
  7. Blue Lynx – International recruiter since 1988 that also employs staff on record in the Netherlands.
  8. BackOfficer – Brabant back-office employer: payroll employment, payroll services and freelancer administration.
  9. Blue Clue – Compliant staffing and secondment for international companies, paired with tax advice.

How I ranked the employer of record companies in the Netherlands

I ranked the employer of record companies in the Netherlands by quality first, fit for a foreign client second and price third:

  • Own Dutch employer – whether the company employs your staff through its own Dutch entity and how long it has done so. I give the KvK number of the entity I found, which is often a holding rather than the employer, and I say so.
  • Compliance signals – certifications such as SNA (NEN 4400-1), NBBU membership and ISAE 3402, where the company states them.
  • Immigration – whether it can sponsor highly skilled migrants and other work permits.
  • Coverage – the Netherlands only, a set of European countries, or a global platform.
  • Track record – years on the market and named clients. Only Rivermate has Clutch reviews, so I say which other signal I relied on.

I left out the Dutch offices of the large US and UK EOR platforms, which usually work through a local partner or their own subsidiary. Team sizes below are the Clutch figure where given. For hires that can sit further east, see the same list for Poland, where rates are lower.

The 9 best employer of record companies in the Netherlands, reviewed

Every employer of record company in the Netherlands below gets the same treatment: who they are, what clients say, the facts that matter when you hire, and my opinion on who should – and should not – work with them.

1. Parakar

Dutch-founded EOR, payroll and HR provider with its own entities in ten European countries

Parakar Group was founded in the Netherlands in 2001 and offers employer of record, full-service payroll and HR, interim HR, work permits and visas (EU Blue Card and highly skilled migrant), employee benefits and support with the 30% ruling. It has country pages and offices in Belgium, France, Germany, Ireland, Italy, the Netherlands, Poland, Portugal, Spain and the UK, and says it employs staff through its own local entities. I found the group holding in the register, not the Dutch employing entity, so ask which company will be the employer.

What clients say. I found no Clutch profile and no usable reviews. Twenty-five years in business and its own entities across Western Europe are the strongest signals.

Facts: founded 2001 · Breda · English, Dutch.

My take: my first choice for a company hiring in the Netherlands and a few other Western European countries that wants one European EOR with its own entities rather than a partner network. Best for: companies hiring across several Western European countries that want one European EOR with its own entities. Not for: hiring outside Europe.

2. Employor

Amsterdam EOR, PEO and payroll specialist for the Netherlands, with or without work permits

Employor is an Amsterdam provider at Herengracht 500 that focuses on employing people in the Netherlands for foreign companies. It offers employer of record with and without work-permit sponsorship, PEO, payroll and custom cross-border arrangements, and says it serves clients from startups to Fortune 500 companies. Its site says it is part of the Broadstreet Group, which I could not identify. In the register, the Employor name leads to a holding company, Payroll Holding B.V.; ask which entity employs your staff and whether it is a recognised sponsor with the IND.

What clients say. I found no Clutch profile and no usable reviews. Its narrow focus on employing people in the Netherlands, including those who need a work permit, is the strongest signal.

Facts: Amsterdam · English, Dutch.

My take: the specialist I would call when the hire is in the Netherlands only – especially a highly skilled migrant who needs sponsorship. Best for: US and other non-EU companies hiring their first Dutch employees, including highly skilled migrants who need sponsorship. Not for: multi-country EOR programmes outside Europe.

3. Tentoo

Dutch payrolling pioneer since 1992: 700+ clients and 170,000 payslips a year

Tentoo started in 1992 as a pioneer of payrolling in the Netherlands and employs permanent and flexible staff on behalf of client employers through payroll and agency contracts. It reports more than 700 payroll clients and 170,000 payslips a year, holds ISAE 3402, NBBU and SNA certification, and is part of the Brisker Group. It runs an English-language site at tentoo.eu. It does not market itself as an EOR, but payrolling is the Dutch legal form most EOR set-ups use.

What clients say. I found no Clutch profile and no usable reviews. Its certifications and three decades of payrolling are the strongest signals; Moneypenny and Signode appear on its site as clients.

Facts: founded 1992 · Amsterdam · English, Dutch.

My take: the most established Dutch payroll employer here – the one I would pick for a team of several people in the Netherlands rather than a global platform. Best for: foreign companies with a Dutch team that want an established, certified Dutch payroll employer. Not for: hiring outside the Netherlands.

4. EuroDev

European expansion partner for North American firms: EOR and PEO, recruitment and outsourced sales

EuroDev is headquartered at Windmolen 22 in Almelo, with an office in Belgrade, and has helped North American companies enter Europe since 1996. Alongside sales outsourcing and digital marketing it offers EOR and PEO, local recruitment, payroll, contracts and labour compliance in several European countries. It claims more than 500 clients. The register shows many EuroDev entities in Almelo; I list the holding, and the employing entity should be confirmed.

What clients say. I found no Clutch profile and no usable reviews. Named clients such as Aero Montreal, SJE Rhombus, Accumold, Cabeau and South-Tek are the strongest signal.

Facts: founded 1996 · Almelo · English, Dutch.

My take: the natural partner for a US or Canadian manufacturer hiring its first European sales or service person, because it can recruit and then employ them. Best for: US and Canadian manufacturers hiring a first European sales or service employee who want recruitment plus EOR from one firm. Not for: large-scale tech hiring or coverage in Asia and Latin America.

5. Rivermate

Dutch-founded global EOR platform covering 135 to 180+ countries

Rivermate is an employer-of-record and contractor-management platform run by Rivermate B.V., which lists its head office at Herengracht 420 in Amsterdam and offices in Europe, Dubai and Miami. It claims EOR coverage in 135 to 180+ countries and says Eos, Serviap, Hightekers EOR and Remunance are now part of Rivermate. The team size above is the Clutch figure of 2–9 staff, which looks out of date next to its own claims. Outside the Netherlands it is likely to rely on partner or acquired entities, so ask who the legal employer is in each country.

What clients say. Clutch: 5.0/5 from 3 reviews. Reviewers praise its guidance on international employment law and its pricing; one wanted faster communication on complex multi-country set-ups. Three reviews is a small sample.

Facts: founded 2020 · Amsterdam · 2–9 people · English, Dutch.

My take: the only global platform in this ranking – a sensible choice for single hires in many countries, as long as you check who employs your people locally. Best for: startups and SMEs hiring single employees in many countries through one Dutch-contracted platform. Not for: buyers who want an in-house Dutch payroll team with a long track record.

6. LIMES international

Tax-led EOR+ with payroll, 30% ruling, immigration and social-security advice

LIMES international in Valkenburg near Leiden combines an “EOR+” service with payroll, global-mobility tax, the 30% ruling, social security, immigration and legal advice for cross-border employers. It cites more than thirty years of experience and partners with ActivPayroll, GGI and EURA Relocation.

What clients say. I found no Clutch profile and no usable reviews. Testimonials on its site from Kuehne + Nagel, Leiden University and Aon Risk Solutions are the strongest signal.

Facts: Valkenburg (Leiden area) · English, Dutch.

My take: the right choice when the tax and social-security side of the hire is as complicated as the employment itself. Best for: employers with expats or cross-border workers where tax and social-security structuring matter as much as payroll. Not for: low-cost, high-volume EOR.

7. Blue Lynx

International recruiter since 1988 that also employs staff on record in the Netherlands

Blue Lynx, founded in 1988 by Tina Evans, is a recruitment and staffing firm based in The Hague and Amsterdam with offices in Colombia and Bulgaria. It offers employer of record, contracting and international staffing alongside executive search. I list Blue Lynx Employment B.V. because of its name; the group has several B.V.s, so confirm which one employs your staff.

What clients say. I found no Clutch profile and no usable reviews. Nearly four decades in international recruitment is the strongest signal.

Facts: founded 1988 · The Hague · English, Dutch, German.

My take: best when you still have to find the person – Blue Lynx can recruit them and then employ them for you. Best for: foreign companies that want to find and then employ international staff in the Netherlands through the same firm. Not for: pure EOR at platform prices for people you have already found.

8. BackOfficer

Brabant back-office employer: payroll employment, payroll services and freelancer administration

BackOfficer, with offices at Griekenweg 23 in Oss and in Eindhoven, can take over legal employership of staff or run payroll while the client keeps its own payroll tax number. It also administers freelancers for intermediaries in line with Dutch DBA rules and handles sick-leave management, invoicing and debtor management. It reports an average client rating of 8.8. Its website is in Dutch only and does not use the term EOR, so confirm English-language service first.

What clients say. I found no Clutch profile and no usable reviews I could check; the 8.8 average rating is its own figure. Its range of payroll models is the strongest signal.

Facts: Oss / Eindhoven · Dutch.

My take: a practical local back office for a foreign company with staff in Brabant – if someone on your side can work in Dutch. Best for: foreign companies with Dutch staff in Brabant that want a local back office for employment and payroll. Not for: English-first service or multi-country EOR.

9. Blue Clue

Compliant staffing and secondment for international companies, paired with tax advice

Blue Clue in Rijswijk runs Staffing Solutions, which finds, seconds and supports foreign and Dutch employees for international companies, alongside its tax and NL-hub structuring work for foreign businesses. Its staffing runs through Blue Clue Staffing B.V. and Blue Clue Compliant Staffing B.V. It is unclear whether this is a true employer-of-record service for people you have chosen or secondment of its own staff – ask before you sign.

What clients say. I found no Clutch profile and no usable reviews. Its combination of staffing and tax structuring for non-EU companies is the strongest signal.

Facts: Rijswijk (The Hague) · English, Dutch.

My take: worth a call for a non-EU company building a Dutch hub that wants staff and tax structuring from one adviser – once you have confirmed how the employment works. Best for: non-EU companies creating a Dutch EU hub that need secondment of staff and tax structuring. Not for: large multi-country EOR programmes.

Quality, specialisation and what employer of record companies in the Netherlands charge

None of the employer of record companies in the Netherlands in this ranking publishes a price. As a general market observation, global platforms usually charge a fixed monthly fee per employee, while Dutch payroll employers more often charge a percentage mark-up on the gross salary or employer costs. Ask for the full monthly cost of one employee, including employer social charges, holiday allowance, pension and any sickness insurance, because those make up a large part of the bill in the Netherlands.

The main choice is between European EOR providers with their own entities (Parakar, EuroDev), Netherlands specialists (Employor, Tentoo, BackOfficer), a global platform (Rivermate), recruiters that also employ (Blue Lynx), and tax-led advisers (LIMES international, Blue Clue).

How to choose an employer of record company in the Netherlands

Choosing an employer of record company in the Netherlands means checking how it employs your people under Dutch rules. This is a general overview, not legal or tax advice:

  • Payrolling after the WAB – since the Wet arbeidsmarkt in balans (WAB) took effect in 2020, payroll employees must in most cases get terms of employment at least equal to those of the client’s own staff, including an adequate pension. If you have no Dutch staff, ask how the provider sets those terms.
  • Payroll or agency contract – ask which contract your employee gets. Agency (uitzend) and payroll contracts give different protection, and a provider that cannot explain the difference is a warning sign.
  • Admission scheme for staffing firms – a mandatory admission scheme for companies that supply workers (the Wtta) is being introduced, and providers will need to be admitted to keep operating. Check the current timetable and ask the provider whether it is preparing for admission. Today, SNA certification (NEN 4400-1) is the main quality mark, and labour providers must register this activity with the KvK.
  • Sickness and dismissal – Dutch employers usually pay salary during long-term sickness, often for up to two years, and dismissal is strictly regulated. Ask who carries that cost and risk in the contract.
  • Work permits and the 30% ruling – non-EU hires usually need a sponsor recognised by the IND, and some expats may qualify for the 30% ruling, whose rules are being tightened. Ask whether the provider is a recognised sponsor.
  • Checks and invoicing – look up the employing entity in the KvK Handelsregister (kvk.nl) and its VAT number in the EU VIES database. Invoices are usually in euros, the Netherlands is on CET, and VAT treatment of EOR fees to a foreign client depends on the set-up, so confirm it with the provider.

Also ask the employer of record company in the Netherlands for its standard employment contract in English and its process for ending an employment, before you sign the service agreement.

Employer of record companies in the Netherlands: FAQ

The questions foreign companies ask most before hiring employer of record companies in the Netherlands.

Do employer of record companies in the Netherlands need a licence?

No, employer of record companies in the Netherlands do not need a separate EOR licence today, but they work under the rules for payrolling and agency work and must register as labour providers with the KvK. A mandatory admission scheme for staffing firms (the Wtta) is being introduced, so check the current timetable. This is not legal advice.

Can employer of record companies in the Netherlands sponsor work permits?

Yes, some employer of record companies in the Netherlands can sponsor work permits. Employor offers EOR with work-permit sponsorship and Parakar supports EU Blue Card and highly skilled migrant permits; ask any provider whether it is a recognised sponsor with the IND.

Is payrolling the same as an employer of record company in the Netherlands?

No, payrolling is not exactly the same as an employer of record company in the Netherlands, but it is the Dutch legal form most EOR set-ups use. An EOR adds services such as contracts, compliance and often immigration; a Dutch payroll employer such as Tentoo or BackOfficer focuses on employment and payroll.

Which employer of record company in the Netherlands is best for hiring in several countries?

The best employer of record company in the Netherlands for hiring in several countries is, in my opinion, Parakar for Western Europe, because it uses its own entities. Rivermate covers far more countries but is likely to rely more on partners outside the Netherlands.

My verdict: which employer of record company in the Netherlands to hire

Choosing among employer of record companies in the Netherlands depends on where and how many people you hire. For the Netherlands plus other Western European countries, hire Parakar. For one or two hires in the Netherlands, especially with a work permit, hire Employor. For a growing Dutch team on payroll, hire Tentoo. For a North American company’s first European employee, hire EuroDev. For single hires in many countries, try Rivermate.

Whichever employer of record company in the Netherlands you choose, ask it to name the Dutch entity that will employ your staff and show its SNA certificate – those two answers tell you most of what you need to know.
