Belgium punches above its weight in software: a dense network of Flemish product studios and consultancies, large Belgian-owned IT groups, and a multilingual workforce used to working for clients across Europe. This ranking is written for a company from the US, the UK, another EU country or the Nordics that wants to hire software development companies in Belgium, from an AI product studio to a partner for SAP or Azure. I kept 8 companies, all headquartered in Belgium. I read the enterprise numbers in the official KBO public search where it could be reached, and otherwise on companyweb.be, which republishes filings with the National Bank of Belgium, on NorthData, or on the company’s own website; filed accounts come from companyweb.be.
Software development companies in Belgium at a glance
If you only have a minute, these are the software development companies in Belgium I would shortlist as a foreign company, in the order I would contact them. Each is reviewed below, with its registry data on its company profile.
- AE – Leuven consultancy for digital strategy, architecture, custom software and data.
- Craftzing – Antwerp digital transformation group – architecture, custom software, data and AI, and design.
- In The Pocket – Ghent product studio for apps, digital platforms and AI products.
- Codit – Ghent Microsoft Azure integration, cloud, data and AI specialist, part of Proximus NXT.
- Delaware – Partner-owned Belgian SAP and Microsoft business-applications consultancy in 16 countries.
- Faktion – Applied AI product studio – generative, agentic and industrial AI built to production.
- ACA Group – Hasselt software and agile consultancy with offices in Belgium and the Netherlands.
- Cegeka – Family-owned Belgian IT group for custom projects, managed services and team extension.
How I ranked the software development companies in Belgium
I ranked the software development companies in Belgium by quality first, fit for a foreign client second and price third:
- Track record – years on the market, named clients and case studies, such as In The Pocket’s work for Daikin Europe and Tomorrowland and Codit’s integration work for Brussels Airlines.
- Specialisation – what each company is best at: architecture-led custom software (AE, Craftzing), product and app development (In The Pocket), AI (Faktion), Azure integration (Codit) or ERP and business applications (Delaware).
- Scale and stability – Belgian companies file annual accounts with the National Bank of Belgium (NBB), and these are public. Where companyweb.be showed turnover from those filings, I added it to the company profile – always for the Belgian company only, not a whole international group.
- Ownership – I note who owns each company where I know it: Cegeka is family-owned, Delaware partner-owned, Codit part of Proximus and Faktion majority-owned by Securex – all Belgian.
- Reviews – none of these companies has client reviews on Clutch, so I say clearly that there are no usable reviews and name the strongest other signal.
The list includes only firms registered and headquartered in Belgium. I left out the Belgian offices of foreign IT groups and consultancies, and software companies that now belong to a foreign owner.
The 8 best software development companies in Belgium, reviewed
Every software development company in Belgium below gets the same treatment: who they are, what clients say, the facts that matter when you hire, and my opinion on who should – and should not – work with them.
1. AE
Leuven consultancy for digital strategy, architecture, custom software and data
AE is an IT consultancy headquartered at the Researchpark Haasrode in Leuven, with more than 450 people. It combines business and IT architecture with custom software development, data and AI, and integration, so the same firm can advise on a transformation and then build it. Its board consists of management companies represented by its partners; I did not check its ownership in detail, but it appears to be management-owned.

Facts: founded 1999 · Leuven · more than 450 people · Dutch, French, English.
My take: my first call when a complex transformation needs architecture, advice and the software itself from one Belgian team. Best for: complex transformation and architecture work where advice and build come from one team. Not for: commodity staffing at the lowest day rate.

7. ACA Group
Hasselt software and agile consultancy with offices in Belgium and the Netherlands
ACA Group, legally ACA IT-Solutions NV, is a Hasselt IT company that builds custom software, cloud and data solutions; its website could not be read, so I have only a broad view of its services. It also has offices in the Netherlands. Its Belgian company filed turnover of €38.3 million for 2025 with about 150 full-time staff. I did not verify its founding year or ownership.
What clients say. I found no Clutch profile and no client list to cite, so there are no usable reviews. The size and steady results in its filed accounts are the main signal.
Facts: Hasselt · about 150 people · Dutch, French, English.
My take: an option for a mid-sized company in Belgium or the Netherlands that wants custom software delivered in an agile way. Best for: custom software and agile delivery for mid-sized companies in Belgium and the Netherlands. Not for: large infrastructure outsourcing.

8. Cegeka
Family-owned Belgian IT group for custom projects, managed services and team extension
Cegeka was founded in 1992 in Hasselt, split off from VCST Computer Services, and became a family business under André Knaepen; the Knaepen family still owns it. Its website cites 9,000 to more than 10,000 employees, more than 2,500 clients and operations on three continents, and it bought the US-listed CTG in 2023. The filed accounts of Cegeka Groep NV (€117.6 million turnover in 2025) cover only that Belgian company, not the whole group.

My take: the right partner when custom software is part of a long-term managed-services relationship, with nearshore delivery available. Best for: mid-sized and large companies that want long-term managed services and nearshore delivery from one Belgian group. Not for: small one-off projects or start-ups looking for a boutique team.

Quality, specialisation and what software development companies in Belgium charge
None of the software development companies in Belgium in this ranking publishes an hourly rate or a minimum project, so I cannot give you price ranges from their own data. Expect quotes per project or per team after a briefing, usually as a day rate for consultants, and invoices in euros (EUR). As a general observation, Belgian rates sit at Western European levels, well above Central and Eastern Europe; Cegeka offers nearshore delivery for buyers who want to bring costs down.
The main choice is between architecture-led custom software (AE, Craftzing), product and app studios (In The Pocket), specialist AI work (Faktion), Microsoft Azure integration (Codit), ERP and business applications (Delaware) and broad IT groups that combine software with managed services (ACA Group, Cegeka).
How to choose a software development company in Belgium
Choosing a software development company in Belgium starts with the kind of software you need and how long you want the relationship to last:
- Product, platform or integration – a new app or AI product calls for a studio such as In The Pocket or Faktion; connecting ERP, SaaS and IoT systems calls for Codit or Delaware.
- Language – English is the normal working language for international software projects in Belgium. Inside the country, Flanders works in Dutch, Wallonia in French and Brussels in both, and a small German-speaking community lives in the east. Most companies here are Flemish; AE, Codit, Delaware, ACA Group and Cegeka list French as well.
- One-off build or long-term partner – Cegeka, Delaware and Codit run managed services after go-live; smaller studios usually hand over or offer a support contract.
- Who owns the code – agree intellectual property, source-code access and the exit terms in the contract.
Also check the paperwork when you hire a software development company in Belgium. Look up the ten-digit enterprise number in the KBO/BCE public search (kbopub.economie.fgov.be), check the VAT number – the same digits with the prefix BE – in the EU’s VIES database, and read the annual accounts filed with the National Bank of Belgium. If your business is in another EU country and gives its own VAT number, the reverse charge usually applies and the invoice carries no Belgian VAT; for a business outside the EU, Belgian VAT is in most cases not charged on these services. Confirm with your adviser – this is not legal or tax advice. Belgium is on Central European Time (CET). For comparison, here is the same list for Poland, where rates are lower.

Yes, the software development companies in Belgium in this ranking are headquartered in Belgium, and where I know the owner it is Belgian: Cegeka is family-owned, Delaware partner-owned, Codit part of Proximus and Faktion majority-owned by Securex. Which software development company in Belgium is best for an AI product?

Choosing among software development companies in Belgium depends on what you are building. For architecture-led custom software, hire AE. For a customer-facing app or product, hire In The Pocket.
