Romania has a large, price-competitive digital sector, and its agencies already do a lot of outsourced SEO work for clients in Western Europe and the US. This ranking is written for a company from the US, the UK, another EU country or the Nordics that wants to hire SEO agencies in Romania – either to win Romanian customers or to get experienced SEO work at a lower rate. I kept 8 agencies, all Romanian-registered companies, and checked each one’s tax ID (CUI) and 2025 accounts in the public financial statements published by ANAF, the Romanian tax authority.
SEO agencies in Romania at a glance
If you only have a minute, these are the SEO agencies in Romania I would shortlist as a foreign company, in the order I would contact them. Each is reviewed below, with its registry data on its company profile.
- DWF – Romania’s largest independent SEO-led search and performance agency.
- Five Elements Digital – Senior technical and international SEO boutique behind many large Romanian publishers.
- Vertify – Content-led SEO and digital PR agency with a string of search awards.
- Danco Vision 360 – Long-running Bucharest SEO and performance agency with a strong Clutch record.
- DIFRNT – Growth agency that mixes SEO, Google Ads and creative work.
- iAgency.ro – Founder-led SEO and content agency for Romanian consumer brands.
- Servicii SEO Bucuresti – Budget-friendly SEO for small businesses, with an English-language sister brand.
- Marketos – Timișoara growth agency for SEO, ads and online shops, with DACH clients.
How I ranked the SEO agencies in Romania
I ranked the SEO agencies in Romania by quality first, fit for a foreign client second and price third:
- Track record – years on the market, named clients and case studies, such as Five Elements Digital’s publishers and DWF’s large e-commerce brands.
- Search depth – technical and international SEO, content and link earning, GEO for AI search, and whether paid search is run by the same team.
- Fit for a foreign buyer – work in English (and German, where offered), experience with foreign clients and clear minimum budgets.
- Reviews – Clutch only, and only where there are enough reviews to mean something. One, two or three reviews are not a usable sample; where that is the case I say so and name the strongest other signal.
- Accounts and registration – Romanian companies file annual financial statements, and ANAF publishes the key figures. For every agency here I confirmed the CUI and read turnover (cifra de afaceri), net profit and average headcount for 2025. Where payroll is tiny compared with the team an agency describes, I say so.
The list includes only firms registered and headquartered in Romania. I left out the Romanian offices of international advertising and media networks.
The 8 best SEO agencies in Romania, reviewed
Every SEO agency in Romania below gets the same treatment: who they are, what clients say, the facts that matter when you hire, and my opinion on who should – and should not – work with them.
1. DWF
Romania’s largest independent SEO-led search and performance agency
DWF (Digital Workforce) is a Bucharest search and performance agency founded in 2013 and based in the DV24 Business Center. Its core is SEO – technical, content, link earning and multilingual – plus GEO for AI search, paid media, analytics and CRO, and social video. Its client list is heavy on large Romanian e-commerce and retail brands, and it reports nine international awards, among them European Paid Media Awards 2024 and European eCommerce Awards 2023 entries. Clutch puts it at 50–249 people and the website speaks of more than 100 specialists; the filed accounts show 44 average employees in 2025. I found no parent group.
What clients say. Clutch shows 5.0 from two reviews, which is not a usable sample; both come from foreign agencies that outsource Romanian SEO to DWF. The stronger signals are its client list – Dr.Max, Avis, Autovit.ro, Decathlon, Banca Transilvania, Douglas, Samsung, OLX, evoMAG and F64 – and its filed accounts: turnover of RON 24.9m and a net profit of RON 10.2m in 2025, the largest in this ranking.
Facts: founded 2013 · Bucharest · 50–249 people · $50–99/h · minimum project $10,000 · Romanian, English.
My take: the agency I would call first for SEO and paid search in Romania at enterprise scale. Best for: foreign brands and agencies that need SEO and paid search for the Romanian market at enterprise scale. Not for: very small budgets – the Clutch minimum is $10,000.

2. Five Elements Digital
Senior technical and international SEO boutique behind many large Romanian publishers
Five Elements Digital is a Bucharest SEO and digital-PR boutique founded in 2009 by the German-born Steffen Heringhaus; it opened to outside clients in 2018. It covers technical and international SEO, migrations, penalty recovery, AI visibility (GEO), digital PR and paid media. It has been a European Search Awards finalist for Best Small SEO Agency several years running – Digi24 reported its sixth nomination in 2025 – and a Global Search Awards finalist. The company is Romanian-registered, with 7 average employees in its 2025 accounts, and its website is in English, Romanian and German.
What clients say. I found no Clutch profile, so there are no usable reviews. The client list is the signal: Generali, Ringier, Libertatea, PRO TV, Digi24, Imobiliare.ro, eJobs, Fashiondays, Vodafone and Dreamstime – large publishers and marketplaces where technical SEO is hard. Its filed accounts show turnover of RON 4.4m and a net profit of RON 0.6m in 2025.
Facts: founded 2009 · Bucharest · about 7 people · Romanian, English, German.
My take: my pick for difficult technical or international SEO – migrations, big publisher sites, penalty recovery. Best for: publishers, marketplaces and international brands that need senior technical and international SEO and digital PR in Romania and CEE. Not for: buyers who want a large full-service team or a new website.

3. Vertify
Content-led SEO and digital PR agency with a string of search awards
Vertify is a Bucharest SEO agency founded in 2011 that focuses on content marketing, technical SEO, digital PR and SEO consulting for e-commerce, SaaS and publishing. It says its campaigns won five European Search Awards and two Global Search Awards in 2021. Clients include Intersport, Mobexpert, Parfois, eMAG and Cărturești, as well as the SaaS company Sematext and the US school Nightingale College. The filed accounts show 9 average employees in 2025.
What clients say. Clutch shows 5.0 from three reviews, which is not a usable sample, though reviewers mention technical depth and on-time delivery. The stronger signal is the client list – Intersport, Mobexpert, Parfois, eMAG, Cărturești, Veranda Mall and Sematext – together with steady accounts: turnover of RON 2.6m and a net profit of RON 0.5m in 2025.
Facts: founded 2011 · Bucharest · 10–49 people · $50–99/h · minimum project $5,000 · Romanian, English.
My take: a strong choice if you want content-driven SEO and link earning rather than paid media. Best for: e-commerce and SaaS companies that want content-driven SEO and link earning in English or Romanian. Not for: campaigns where paid media comes first.

4. Danco Vision 360
Long-running Bucharest SEO and performance agency with a strong Clutch record
Danco Vision is a Bucharest digital agency founded in 2006, with its registered office in Chiajna just outside the city; Clutch also lists a Las Vegas office. It sells SEO and GEO, performance marketing on Google, Meta, TikTok and LinkedIn, social media, web development and audits. Its clients come from fintech, energy, environmental services and iGaming, in Romania and abroad. The filed accounts show 24 average employees in 2025.
What clients say. Clutch: 5.0/5 from 18 reviews. Reviewers mention communication, timeliness and project management, and report gains in rankings, traffic and conversions; named clients include Credius IFN, TotalSoft, Nova Power & Gas, Kindred Group, novoMOF AG and AUDITECO. Its 2025 accounts show turnover of RON 8.9m with a small net profit of RON 0.1m.
Facts: founded 2006 · Bucharest · 10–49 people · $50–99/h · minimum project $5,000 · Romanian, English.
My take: a safe pick for a mid-size firm that wants SEO and paid media from one Romanian team. Best for: mid-size firms that want SEO plus paid media from one Romanian team. Not for: buyers looking for a pure technical-SEO specialist.

5. DIFRNT
Growth agency that mixes SEO, Google Ads and creative work
DIFRNT is a Bucharest growth agency founded in 2018 and led by its CEO and partner Dan Toma, with an office in Sky Tower. On Clutch its work splits into SEO (45%), PPC (20%), branding, video and web design, and its main sectors are healthcare and e-commerce. The filed accounts show 11 average employees in 2025.
What clients say. Clutch: 4.9/5 from 6 reviews. Six reviews is a small sample; reviewers call the team creative and collaborative and credit SEO and PPC with sales and traffic gains. Its clients – Regina Maria, Decathlon, TUI, MAM Bricolaj, Flip and Confidas – are the stronger signal, with turnover of RON 4.8m and a net profit of RON 0.3m in 2025.
Facts: founded 2018 · Bucharest · 10–49 people · $50–99/h · minimum project $5,000 · Romanian, English.
My take: a good fit for a healthcare or e-commerce brand that wants SEO and Google Ads with creative support. Best for: healthcare and e-commerce brands that want SEO and Google Ads with creative support. Not for: buyers who want a pure SEO consultancy.

6. iAgency.ro
Founder-led SEO and content agency for Romanian consumer brands
iAgency.ro was founded in 2008 by Ovidiu Joița and is run from Bucharest. It offers SEO – audits, site architecture, on-page and off-page work and SEO for AI search – as well as copywriting in Romanian and English, Google Ads, social media and web design. Clutch lists 10–49 people, while the filed accounts show 4 average employees in 2025, so it probably works with freelancers. A “top 5” list in the Romanian press that ranks it first looks promotional, and I did not use it.
What clients say. Clutch shows 5.0 from a single review, which is not a usable sample. The client list is the better signal: ChristianTour, Provident, Sanador, Clinicile Dr. Leahu, Floria.ro and TotalSoft. Its accounts show turnover of RON 1.7m and a net profit of RON 0.4m in 2025.
Facts: founded 2008 · Bucharest · 10–49 people · minimum project $10,000 · Romanian, English.
My take: worth a call if your Romanian SEO depends on a lot of good local-language content. Best for: consumer brands that want SEO with a large Romanian content and copywriting component. Not for: large international technical-SEO programmes.

7. Servicii SEO Bucuresti
Budget-friendly SEO for small businesses, with an English-language sister brand
Servicii SEO Bucuresti is a small SEO agency registered in Constanța county in 2006, with an office in Bucharest. It sells on-page, off-page and local SEO, e-commerce SEO, GEO, WordPress websites, copywriting and Google Ads to small and mid-size businesses. Its English-language sister brand Growwwise, based in Mamaia, targets UK and US clients; I did not check the legal entity behind Growwwise. The filed accounts show 5 average employees in 2025.
What clients say. Clutch: 4.9/5 from 64 reviews, mostly from small Romanian businesses that praise timeliness, responsiveness and monthly reporting. Note that its review profile overlaps with that of its sister brand Growwwise (4.9 from 62 reviews on Clutch): some clients appear in both, so do not read them as two independent samples. The review count is also high for a company with five employees. Its accounts show turnover of RON 0.5m in 2025.
Facts: founded 2006 · Bucharest and Constanța · 10–49 people · $25–49/h · minimum project $1,000 · Romanian, English, Spanish.
My take: a sensible option for a small business that wants affordable local or e-commerce SEO. Best for: small businesses with modest budgets that need local or e-commerce SEO. Not for: enterprise or complex international SEO.

8. Marketos
Timișoara growth agency for SEO, ads and online shops, with DACH clients
Marketos Growth Agency was founded in 2019 by Marian Cristinescu and Ovidiu Daniel Banica and is based in Timișoara, in western Romania. It combines SEO with Google, Meta, TikTok and LinkedIn ads, Shopify and WooCommerce builds, CRO and AI automation, and says it serves clients in Germany, Austria and the UK remotely. Its website lists more than 11 specialists, while the filed accounts show 2 average employees in 2025, so most of the team is presumably not on the payroll.
What clients say. I found no Clutch profile, so there are no usable reviews. The named clients – Continental, Dorna Medical, Clinica Luxor and Electroprecizia – and its DACH work are the signal. Its accounts show turnover of RON 1.6m and a net profit of RON 0.2m in 2025.
Facts: founded 2019 · Timișoara · Romanian, English.
My take: an option for a German-speaking or western-Romanian SME that wants SEO, ads and a new shop from one small team. Best for: SMEs in western Romania or the DACH region that want SEO plus ads and a new website. Not for: large accounts – the payroll team is very small.

Quality, specialisation and what SEO agencies in Romania charge
Five of the SEO agencies in Romania in this ranking show a rate on Clutch: $50–99 an hour for DWF, Vertify, Danco Vision 360 and DIFRNT, and $25–49 for Servicii SEO Bucuresti; minimum projects range from $1,000 to $10,000. The others quote after a briefing or on a monthly retainer. As a general observation, Romanian rates are among the lowest in the EU, and a senior SEO team in Bucharest usually costs a fraction of a London or Copenhagen agency. Prices are set in Romanian lei (RON), but invoices to foreign clients are often issued in euros.
The main choice is between a large search and performance agency (DWF), senior technical and international SEO boutiques (Five Elements Digital, Vertify), agencies that bundle SEO with paid media and creative (Danco Vision 360, DIFRNT, Marketos) and content-heavy or budget SEO for smaller businesses (iAgency.ro, Servicii SEO Bucuresti).
How to choose an SEO agency in Romania
Choosing an SEO agency in Romania starts with the market you want to win:
- Romanian customers or your own markets – if you want Romanian rankings, every agency here works natively in Romanian. If you are outsourcing SEO for English-language or other markets, ask who writes the content and whether native speakers check it.
- Language – English is very common in Romanian agencies, and German, French and Italian are often spoken too; Five Elements Digital works in German, and Marketos serves DACH clients. Agree the reporting language before you sign.
- SEO alone or with paid media – many Romanian agencies sell SEO together with Google Ads and social. If you only want SEO, a specialist like Five Elements Digital or Vertify is the cleaner fit.
- Team size – compare the team an agency describes with the average headcount in its filed accounts. Freelancers are common, which is fine, but ask who will actually do the work.
- Time zone – Romania is on Eastern European Time (EET, UTC+2), one hour ahead of Berlin and two ahead of London.
Also check the paperwork when you hire an SEO agency in Romania. Look up the CUI (the company’s tax ID) on the ANAF website, where the public financial statements are also available, and the J registration number in the ONRC trade register. Check the VAT number (RO followed by the CUI) in the EU’s VIES database. If your business is in another EU country and gives its own VAT number, the reverse charge usually applies and the invoice carries no Romanian VAT; for a business outside the EU, Romanian VAT is in most cases not charged on these services. Romanian suppliers now also issue invoices through the national e-Factura system; for a foreign client this usually changes little, but ask for a PDF copy. Confirm with your adviser – this is not legal or tax advice. For comparison, here is the same list for Poland, where rates are similar.
SEO agencies in Romania: FAQ
The questions foreign companies ask most before hiring SEO agencies in Romania.
Do SEO agencies in Romania work in English?
Yes, all the SEO agencies in Romania in this ranking work in English as well as Romanian, and English is widely spoken in the Romanian digital sector. Some also work in German or Spanish; check that reports and calls will be in English too.
How much do SEO agencies in Romania charge?
SEO agencies in Romania charge about $50–99 an hour where they show a rate on Clutch, with one budget agency at $25–49 and minimum projects from $1,000 to $10,000. Most quote a monthly retainer after a briefing, often invoiced in euros.
Will an SEO agency in Romania charge me Romanian VAT?
No, in most cases an SEO agency in Romania will not charge Romanian VAT to a VAT-registered business in another EU country, because the reverse charge applies, and businesses outside the EU are usually not charged Romanian VAT either. Check with your adviser; this is not tax advice.
Which SEO agency in Romania is best for technical SEO?
The best SEO agency in Romania for technical SEO, in my view, is Five Elements Digital, which works on large publisher sites such as Ringier, PRO TV and Digi24 and handles migrations and penalty recovery. For technical SEO at a larger scale alongside paid search, I would also talk to DWF.
My verdict: which SEO agency in Romania to hire
Choosing among SEO agencies in Romania depends on your budget and how much paid media you want. For SEO and paid search at enterprise scale, hire DWF. For difficult technical or international SEO, hire Five Elements Digital. For content-led SEO and link earning, hire Vertify. For SEO and paid media from one mid-size team, hire Danco Vision 360.
Whichever SEO agency in Romania you choose, agree the target markets, the reporting language, the invoicing currency and who owns the content and accounts before work starts.
