Italy has a deep pool of software engineers, data specialists and IT managers, but a foreign company opening a team there usually needs local help to find them. This ranking is written for a company from the US, the UK, Germany or the Nordics that is looking for IT recruitment agencies in Italy – to hire developers, infrastructure and security staff or tech leaders for an Italian subsidiary or branch. I am Adrian, an SEO consultant in Wrocław, and I research and write every ranking on this site myself. I kept 9 agencies, all registered and headquartered in Italy, and noted the Ministry of Labour authorisation wherever the agency publishes it.
IT recruitment agencies in Italy at a glance
If you only have a minute, these are the IT recruitment agencies in Italy I would shortlist as a foreign company, in the order I would contact them. Each is reviewed below, with its registry data on its company profile.
- Hunters Group – Specialist recruiter with a dedicated ICT & Digital division.
- Reverse – “Reverse recruiting” firm with an ICT and digital practice and offices in four countries.
- Gi Group (Wyser, Grafton) – Italy’s largest Italian-owned staffing and HR group.
- Key2People – Executive search boutique with offices in Milan, Rome and Dubai.
- StrategicPeople – Head-hunting firm with a StrategicPeopleICT division.
- Adami & Associati – Head-hunting firm with an IT and telecoms sector practice.
- Umana – Venetian employment agency with an ICT specialist area and ICT Academy.
- Etjca – Italian employment agency with 67 branches in 19 regions.
- Radar Consulting Italia – Search and selection firm with offices in ten Italian cities.
How I ranked the IT recruitment agencies in Italy
I ranked the IT recruitment agencies in Italy by quality first, fit for a foreign client second and price third:
- Tech focus – a dedicated ICT or digital division counts for more than a generalist agency that also places IT staff.
- Authorisation – in Italy, recruitment and staffing agencies must be authorised by the Ministry of Labour and listed in the national register of employment agencies (Albo informatico delle Agenzie per il Lavoro). I give the authorisation number where the agency shows it.
- Reviews – none of the nine has a Clutch profile or reviews I could use, so I name the strongest other signal for each.
- Fit for foreign clients – English, offices outside Italy and international clients.
- Financial transparency – where filed accounts (bilanci) are public, they are on the company profile.
- Registration – every agency is registered in the Italian Registro delle Imprese and headquartered in Italy.
I left out the Italian offices of foreign recruiters such as Michael Page and Hays, and Openjobmetis, which is controlled by the French Groupe Crit. I also dropped one agency whose ownership I could not establish because it shares a VAT number with another group. If cost matters more than location, see the same list for Poland, where rates are lower.
The 9 best IT recruitment agencies in Italy, reviewed
Every IT recruitment agency in Italy below gets the same treatment: who they are, what clients say, the facts that matter when you hire, and my opinion on who should – and should not – work with them.
1. Hunters Group
Specialist recruiter with a dedicated ICT & Digital division
Hunters Group started in Milan in 2005 as Technical Hunters, recruiting technical and engineering profiles, and became a multi-brand group in 2017 with Executive Hunters, Hunters and JHunters. It has an ICT & Digital division in Milan, offices in Bologna, Padua, Rome, Bari and Turin and hubs in Pordenone and Genoa, and it says it has more than 150 head hunters. It is authorised by the Ministry of Labour (Aut. Min. Lav. 13/I/0018250), and Joelle Gallesi is named as managing director. Its site does not say who owns the company.
What clients say. I found no Clutch profile and no usable reviews. The strongest signal is its dedicated ICT & Digital division and more than 20 years of technical recruitment.
Facts: founded 2005 · Milan · Italian, English.
My take: my first call for software, data and infrastructure hires for an Italian entity, from senior specialists to middle management. Best for: foreign companies hiring software, data and IT-infrastructure staff for an Italian entity, up to middle management. Not for: hiring in Italy without an Italian entity – it is a recruiter, not an employer of record.

2. Reverse
“Reverse recruiting” firm with an ICT and digital practice and offices in four countries
Reverse is a Milan recruitment company with ICT and digital among its main sectors and offices in Milan, Bologna, Paris, Berlin and Barcelona. Companies it lists as having hired through it include Fastweb, Datalogic, Stellantis, Iveco, Crédit Agricole and Mapei. Its site shows a Ministry of Labour authorisation dated 26 February 2024 (Aut. Min. 0000031).
What clients say. I found no Clutch profile and no usable reviews. The companies it names as clients and its offices in France, Germany and Spain are the strongest signals.
Facts: Milan · Italian, English, German, French, Spanish.
My take: the natural choice for an international company that wants one recruiter for tech hires in Italy and in other European countries. Best for: international companies hiring tech talent in Italy that also want a recruiter in France, Germany and Spain. Not for: very high-volume or temporary staffing.

3. Gi Group (Wyser, Grafton)
Italy’s largest Italian-owned staffing and HR group
Gi Group is a Milan-headquartered staffing and HR group, active since 1998, that operates in about 30 countries. In Italy it offers temporary staffing, permanent recruitment, RPO and employer branding, and its Italian brands include Wyser for professional and executive search, Grafton, Enginium, ODM Consulting and Intoo. The Italian operating company, Gi Group S.p.A., belongs to the Italian holding Gi Group Holding S.p.A. Its filed accounts show €1.73 billion of revenue and €58.5 million net profit in 2024.
What clients say. I found no Clutch profile and no usable reviews. The strongest signal is its scale: the largest Italian-owned group in staffing, with revenue in its filed accounts up from €1.24 billion in 2019 to €1.73 billion in 2024.
Facts: founded 1998 · Milan · Italian, English.
My take: the one to call when you need IT recruitment and contract or temporary staff at scale across Italy from a single supplier. Best for: companies that need both IT recruitment and contract or temporary staff at scale across Italy. Not for: boutique, highly bespoke senior tech searches.

4. Key2People
Executive search boutique with offices in Milan, Rome and Dubai
Key2People is an executive search firm with offices in Milan, Rome and Dubai and a bilingual Italian and English website. It is authorised by the Ministry of Labour under Legislative Decree 276/2003 (authorisation no. 20325). Its homepage does not state an IT specialisation, so I include it for senior leadership hires rather than for developers. Its website does not show its full legal name, and the REA number it gives starts with RM (Rome) although its registered office is in Milan – worth checking on the contract.
What clients say. I found no Clutch profile and no usable reviews. The strongest signal is its focus on executive search across three offices.
Facts: Milan · Italian, English.
My take: a good choice for a CTO, CIO or head of engineering search in Italy, but not for volume developer hiring. Best for: senior and C-level tech hires (CTO, CIO, heads of engineering) in Italy. Not for: volume developer hiring.

5. StrategicPeople
Head-hunting firm with a StrategicPeopleICT division
StrategicPeople is a Milan head-hunting and HR consulting firm founded in 1989, with a second office in Brescia. Its StrategicPeopleICT division covers digital, cybersecurity, AI and expert-systems profiles. In a supplier profile published by Enel, it gave an expected aggregated turnover of about €7 million for 2023 – the company’s own figure. I could not load its website, so I have not confirmed its legal name, Partita IVA or Ministry of Labour authorisation.
What clients say. I found no Clutch profile and no usable reviews. The strongest signal is more than 35 years in head-hunting and a dedicated ICT division.
Facts: founded 1989 · Milan · Italian, English.
My take: worth a call for cybersecurity, digital and AI hires in Lombardy – once it has given you its Partita IVA and authorisation number. Best for: mid-to-senior cybersecurity, digital and AI hires in Lombardy. Not for: hiring across southern Italy or temporary staffing.

6. Adami & Associati
Head-hunting firm with an IT and telecoms sector practice
Adami & Associati is a Milan head-hunting firm, working since 2007 according to its site, that lists IT and telecommunications among its sector specialisations and serves clients across Italy. It is authorised by the Ministry of Labour (Aut. Min. Prot. 13/I/0003334) and listed in section IV of the register of employment agencies (Albo delle Agenzie per il Lavoro), the section for search and selection. A third-party article gives a different founding year and head office; I have used the company’s own site.
What clients say. I found no Clutch profile and no usable reviews. The strongest signal is its IT and telecoms practice and its ministry authorisation.
Facts: founded 2007 · Milan · Italian.
My take: a solid option for managerial and specialist IT hires for an Italian subsidiary, if you are comfortable working in Italian. Best for: managerial and specialist IT hires for Italian subsidiaries. Not for: temporary staffing or employer-of-record needs.

7. Umana
Venetian employment agency with an ICT specialist area and ICT Academy
Umana is a generalist Italian employment agency (agenzia per il lavoro) headquartered in Marghera, Venice, with a specialist area for information and communication technology and “Academy ICT” training programmes. It is authorised by the Ministry of Labour (Aut. Min. Lav. Prot. n. 1181-SG of 13 December 2004) and is a member of Confindustria. I did not find its Partita IVA in the pages I checked.
What clients say. I found no Clutch profile and no usable reviews. The strongest signal is its ICT specialist area with its own training academy.
Facts: Venice (Marghera) · Italian.
My take: a sensible choice in North-East Italy when you want IT staff and training from the same agency. Best for: companies in North-East Italy that want IT staff plus training-to-hire academies. Not for: executive tech search.

8. Etjca
Italian employment agency with 67 branches in 19 regions
Etjca Group is a Milan-based Italian employment agency with 67 branches in 19 regions that provides temporary staffing, recruitment and HR services. Its filed accounts show €340.9 million of revenue and €3.3 million net profit in 2024, down from €378.6 million in 2022. Two public sources give different addresses for its head office in Milan, so check the one on your contract.
What clients say. I found no Clutch profile and no usable reviews. The strongest signals are its national branch network and its filed accounts.
Facts: Milan · Italian.
My take: a practical choice for volume or contract IT and technical staffing across Italy, not for specialist searches. Best for: volume or contract IT and technical staffing across Italy. Not for: senior specialist tech search.
Visit etjca.it →Company profile, reviews & financials →
9. Radar Consulting Italia
Search and selection firm with offices in ten Italian cities
Radar Consulting Italia is a search and selection company authorised by the Ministry of Labour (Aut. Min. Prot. 39/0001565/MA004.A003, section IV of the register). Its registered office is in Milan and its administrative office in Pescara, and it has offices in Rome, Naples, Turin, Bologna, Padua, Florence, Bari and Catania. Its site does not describe a separate IT practice.
What clients say. I found no Clutch profile and no usable reviews. The strongest signal is its reach: offices in ten cities, including the south.
Facts: Milan · Italian.
My take: the one to try when you need IT or technical staff outside Milan, especially in southern Italy. Best for: companies hiring IT or technical staff outside Milan, including southern Italy. Not for: buyers who want a tech-only specialist.

Quality, specialisation and what IT recruitment agencies in Italy charge
None of the IT recruitment agencies in Italy in this ranking publishes its fees, so ask for a written offer that states the fee, when it is due and the replacement guarantee if a hire leaves early. Permanent search is usually priced as a share of the candidate’s first-year salary, and temporary staffing as a mark-up on the worker’s cost – compare offers on the same basis.
The main choice is between tech-focused recruiters such as Hunters Group, Reverse and StrategicPeople, executive search firms such as Key2People and Adami & Associati, and large staffing agencies such as Gi Group, Etjca and Umana that can add temporary and contract staff. Radar Consulting Italia is the one with the widest spread of offices.
How to choose an IT recruitment agency in Italy
Choosing an IT recruitment agency in Italy starts with the kind of hire:
- Developers and IT specialists – start with Hunters Group or Reverse, which have dedicated ICT practices.
- Cybersecurity and AI – StrategicPeople has an ICT division for these profiles.
- CTO, CIO and heads of engineering – use an executive search firm such as Key2People.
- Volume or contract staff – Gi Group and Etjca can supply temporary workers as well as permanent hires.
A recruiter finds people; it does not employ them for you. You need an Italian entity or branch to hire directly, or an authorised staffing agency to employ the worker. Language matters: Reverse, Hunters Group and Gi Group work in English, while smaller Italian agencies default to Italian. Invoices are in euros and Italy works on CET (CEST in summer). For recruitment services to a business in another EU country, the agency invoices without Italian VAT (IVA) under the reverse charge; for clients outside the EU, no IVA applies, and Italy’s domestic e-invoicing system (SDI) does not stop a normal invoice to you. Check the agency’s Partita IVA in VIES and the Registro delle Imprese, where filed accounts (bilanci) are public, and its authorisation in the Ministry of Labour register.
IT recruitment agencies in Italy: FAQ
The questions foreign companies ask most before hiring IT recruitment agencies in Italy.
Do IT recruitment agencies in Italy need a licence?
Yes, IT recruitment agencies in Italy must be authorised by the Ministry of Labour and listed in the national register of employment agencies; search and selection firms sit in section IV of that register. Ask for the authorisation number, which several agencies in this ranking show on their websites.
Can an IT recruitment agency in Italy hire someone for me without an Italian company?
No, an IT recruitment agency in Italy only finds candidates; it does not employ them for you. To hire without your own Italian entity, you need an authorised staffing agency that employs the worker, or a foreign employer of record platform.
Which IT recruitment agency in Italy is best for developers?
The best IT recruitment agency in Italy for developers is, in my opinion, Hunters Group, which has a dedicated ICT & Digital division and more than 20 years of technical recruitment. Reverse is the better choice if you also hire in France, Germany or Spain.
How much do IT recruitment agencies in Italy charge?
IT recruitment agencies in Italy charge fees they quote per assignment, and none of the nine in this ranking publishes them. Ask for a written offer with the fee basis, payment terms and replacement guarantee before you start.
My verdict: which IT recruitment agency in Italy to hire
Choosing among IT recruitment agencies in Italy depends on the role. For developers and IT specialists, hire Hunters Group. For tech hires in Italy and other European countries, hire Reverse. For scale and contract staff as well as permanent hires, hire Gi Group. For a CTO or CIO, hire Key2People. For cybersecurity and AI in Lombardy, consider StrategicPeople once it has confirmed its registration.
Whichever IT recruitment agency in Italy you choose, check its Ministry of Labour authorisation and Partita IVA, and agree the fee and replacement guarantee in writing.
