Best Marketing Agencies in Portugal (2026): 6 Agencies Reviewed

Portugal has a lively, award-winning advertising and digital scene, and its agencies cost noticeably less than their counterparts in London or Paris. This ranking is written for a company from the US, the UK, another EU country or the Nordics that wants to hire marketing agencies in Portugal – to launch in the Portuguese market, or to buy creative, branding and performance work from a team in a friendly time zone. I kept 6 agencies, all Portuguese-registered companies, and for each one I looked up the NIPC (the Portuguese company and tax number), the legal form and the registered seat on einforma.pt or nif.pt.

How I ranked the marketing agencies in Portugal

I ranked the marketing agencies in Portugal by quality first, fit for a foreign client second and price third:

  • Track record – years on the market, named clients and awards, such as Bürocratik’s design awards and Stream and Tough Guy’s Cannes Lions.
  • Range – whether an agency covers strategy, creative, media and digital, or is a specialist in one of them.
  • Fit for a foreign buyer – work in English, experience with international clients and how clearly the agency says what it does.
  • Reviews – Clutch, and only where there are enough reviews to mean something. Most Portuguese marketing agencies have none; where that is the case I say so and name the strongest other signal.
  • Registration and ownership – for every agency I matched the brand to a Portuguese company and noted its NIPC, legal form (Lda., Unipessoal Lda. or S.A.) and registered seat, plus any ownership facts I found.

The list includes only firms registered and headquartered in Portugal. I left out the Portuguese offices of international advertising and media networks.

The 6 best marketing agencies in Portugal, reviewed

Every marketing agency in Portugal below gets the same treatment: who they are, what clients say, the facts that matter when you hire, and my opinion on who should – and should not – work with them.

1. YoungNetwork Group

Independent Portuguese communication group for advertising, events, digital and PR

YoungNetwork Group is a Lisbon-based communication group with an office in Porto that says it has 25 years of history, which matches the age of its registered company. It brings together Carmen (creativity, design, advertising and events), Alice (digital marketing and PR) and Taylor (PR), plus public affairs and crisis management. Forbes Portugal’s awards coverage listed it among the best-positioned advertising agencies in the country. The sub-brands may be separate legal entities; the registry data here is for the group’s main company. Its website is in Portuguese only.

What clients say. I found no Clutch profile, so there are no usable reviews. The stronger signals are its featured projects for Adidas, Motorola, EY and iad and its standing in the Forbes Portugal awards coverage.

Facts: Lisbon (also Porto) · Portuguese.

My take: the group I would call first for integrated advertising, events and PR in Portugal. Best for: companies that want integrated advertising, events and PR in Portugal from one independent group. Not for: English-first international campaign management – confirm English-speaking account staff first.

2. Adclick Group

Porto performance-marketing company for paid media, SEO, content and influencers

Adclick is a Porto performance-marketing company that sells paid media, SEO and GEO, content and influencer marketing, social media and 360-degree strategy. The registered company, Adclick, S.A., has been active for about 19 years and was converted from an Lda. into an S.A. I did not find its ownership in a source. Its website is in Portuguese.

What clients say. I found no Clutch profile, so there are no usable reviews. Its client list is the signal and is heavy on large Portuguese retail and consumer brands: Sonae, Continente, Sport Zone, Siemens, Cofidis, Unilabs, Prio, Radio Popular and Aveleda.

Facts: Porto · Portuguese.

My take: a strong choice for a consumer brand or retailer that wants performance and lead-generation campaigns in Portugal. Best for: consumer brands and retailers that want lead-generation and performance campaigns in Portugal. Not for: brand-led creative work or English-language international programmes.

3. Jelly

Lisbon digital agency for branding, marketing, AI systems and web, e-commerce and CRM

Jelly – Digital Agency is a Lisbon agency active since 2010 with a team of about 22. It works across branding, marketing (including performance and SEO), AI systems and technology – websites, e-commerce, CRM and customer-data platforms. Its portfolio is strong in real estate and also covers insurance and consumer finance. The company was formerly known as JellyCode Web and Graphic Design; its registered seat differs from the office address on its website.

What clients say. I found no Clutch profile, so there are no usable reviews. The portfolio is the signal: Savills, ONE Real Estate, Habitat Invest and UN1CO Porto in real estate, plus Generali Tranquilidade and Cetelem.

Facts: founded 2010 · Lisbon · about 22 people · Portuguese, English.

My take: a good fit for a real-estate or financial brand that wants brand, digital marketing and tech from one mid-size team. Best for: real-estate, finance and services brands that want brand, digital and tech from a mid-size team. Not for: large ATL and TV campaigns.

4. Bürocratik

Independent, heavily awarded Coimbra branding and digital studio

Bürocratik (“Büro”) is a branding and digital studio from Coimbra with a second office in Matosinhos, next to Porto. It covers brand strategy and identity, digital branding – UX/UI, web, app and e-commerce design and development – packaging, motion and campaigns. Its site lists 307 awards, including Best Digital Agency of the Year from Clube de Criativos de Portugal in 2019 and 2025 and top places in the European Design Awards agency league from 2021 to 2025. The studio says it has no investors, and it is a single-shareholder company (Unipessoal Lda.). It is more a branding and design studio than a full-service marketing agency.

What clients say. I found no Clutch profile, so there are no usable reviews. The awards record is the strongest signal, together with projects for international tech brands such as Clear Street, Remote and MultiversX and testimonials from Unilever, Sogevinus and Calem – all as shown on its own site.

Facts: Coimbra (also Matosinhos) · Portuguese, English.

My take: my pick if you want award-level brand identity and digital design from Portugal. Best for: international brands and start-ups that want award-level brand identity and digital design. Not for: media buying, performance marketing or always-on social management.

5. Mind Forward

Small Setúbal consultancy for strategy, content and video, social, web and campaigns

Mind Forward is a small digital marketing consultancy in Setúbal, south of Lisbon, founded in 2018. It offers strategy and data intelligence, SEO, UX/UI, web and e-commerce, social media, motion and video, and paid media campaigns. Clutch lists 10–49 people, but its Setúbal location shows 2–5, so expect a small core team. The company behind it trades as FFW – Digital Consultancy, Lda.

What clients say. Clutch: 4.9/5 from 6 reviews. Six reviews is a small sample, but the reviewers are notable: the Portuguese communications regulator ANACOM, the grid operator E-REDES, the international patient organisation IPOPI and Kaffa Cafés. They describe the work as timely, creative and well managed, with minor wishes for faster completion.

Facts: founded 2018 · Setúbal · 10–49 people · $50–99/h · minimum project $5,000 · Portuguese, English.

My take: a good choice for an organisation that needs content, video and social campaigns from a small senior team. Best for: organisations that need content, video and social campaigns with a small senior team. Not for: large integrated multi-market campaigns.

6. Stream and Tough Guy

Small, independent and heavily awarded Lisbon creative agency

Stream and Tough Guy (SaTG) is an independent Lisbon creative agency founded in 2019 by the copywriter Miguel Durão and João Ribeiro, a former CEO of the agency Fuel. In a 2022 interview with the Portuguese business site ECO the founders said they had no investors or debt, kept the team deliberately small and worked project by project rather than on retainers. The agency was named Agência do Ano at the Clube de Criativos festival and has won Cannes Lions, including a Gold, and a further Cannes bronze in 2025 for “Save Us From The USA” for Change the Ref. Its current team size is not public.

What clients say. I found no Clutch profile, so there are no usable reviews. The awards are the strongest signal, alongside work for Amorim Cork Flooring, Zippy, the Portuguese Football Federation and Change the Ref.

Facts: founded 2019 · Lisbon · Portuguese, English.

My take: the agency to call when you need one standout idea rather than an always-on team. Best for: brands that want a standout idea or award-level campaign from a senior creative team. Not for: always-on retainers, media buying or large-scale production management.

Quality, specialisation and what marketing agencies in Portugal charge

Only one of the marketing agencies in Portugal in this ranking shows a rate on Clutch: Mind Forward, at $50–99 an hour with a $5,000 minimum project. The others quote per project or retainer after a briefing, so ask for a written estimate early. As a general observation, Portuguese agency fees are usually well below those in the UK, the Netherlands or the Nordics, and invoices are issued in euros.

The main choice is between an integrated communication group (YoungNetwork Group), a performance-marketing specialist (Adclick Group), a mid-size brand, digital and tech agency (Jelly), award-winning creative and design studios (Bürocratik, Stream and Tough Guy) and a small content and video consultancy (Mind Forward).

How to choose a marketing agency in Portugal

Choosing a marketing agency in Portugal starts with the job you need done:

  • Portuguese market or international work – for campaigns in Portugal, an agency with Portuguese media and retail experience, such as YoungNetwork Group or Adclick Group, is the natural choice. For brand or creative work you will use in other markets, Bürocratik and Stream and Tough Guy already work for international clients.
  • Language – English is widely spoken in Portuguese agencies, but two of the agencies here have Portuguese-only websites. Ask who will manage your account and in which language reports will come.
  • Retainer or project – some agencies, such as Stream and Tough Guy, prefer single projects; others, such as Adclick Group and Jelly, are built for ongoing work. Decide which you want before the pitch.
  • Time zone – mainland Portugal is on Western European Time (UTC+0, UTC+1 in summer), the same as London and one hour behind Berlin.

Also check the paperwork when you hire a marketing agency in Portugal. The NIPC is both the company number and the tax number; you can read the legal form, seat, share capital and managers in the official certidão permanente from the commercial registry (Registo Comercial), and free aggregators such as einforma.pt and nif.pt show the basics. Check the VAT number (PT followed by the NIPC) in the EU’s VIES database. If your business is in another EU country and gives its own VAT number, the reverse charge usually applies and the invoice carries no Portuguese VAT (IVA); for a business outside the EU, Portuguese VAT is in most cases not charged on these services. Confirm with your adviser – this is not legal or tax advice. For comparison, here is the same list for Poland, where rates are usually similar or a little lower, and if you mainly need media relations, see my list of PR agencies in Portugal.
