Best PR Agencies in Portugal (2026): 6 Agencies Reviewed

Portugal’s PR market is small, mature and relationship-driven: a handful of Lisbon consultancies have looked after the national media, business press and institutions for decades. This ranking is written for a company from the US, the UK, another EU country or the Nordics that wants to hire PR agencies in Portugal – to launch a brand, handle a crisis, or manage corporate and public-affairs communication in the country. I kept 6 agencies, all Portuguese-registered companies, and for each one I looked up the NIPC (the Portuguese company and tax number), the legal form and the registered seat on einforma.pt or nif.pt.

PR agencies in Portugal at a glance

  4. Corpcom – Boutique PR, reputation and crisis consultancy led by its founder, José Franco.

How I ranked the PR agencies in Portugal

I ranked the PR agencies in Portugal by quality first, fit for a foreign client second and price third:

  • Track record – years on the market, named clients and recognition, such as Lift’s Agency Scope ranking and LPM’s client list going back to 1986.
  • Range – media relations, crisis, public affairs, digital and influencer work, and events.
  • Fit for a foreign buyer – work in English, international clients and network ties for work in other countries.
  • Reviews – none of these agencies has a Clutch profile I could use, so I say so in each review and name the strongest other signal.
  • Registration and ownership – for every agency I matched the brand to a Portuguese company and noted its NIPC, legal form (Lda. or S.A.) and registered seat, and I disclose ownership changes where I found them, as with Lift’s 2026 merger.

The list includes only firms registered and headquartered in Portugal. I left out the Portuguese offices of international PR and communication networks.

The 6 best PR agencies in Portugal, reviewed

Every PR agency in Portugal below gets the same treatment: who they are, what clients say, the facts that matter when you hire, and my opinion on who should – and should not – work with them.

1. Lift

Leading Portuguese PR consultancy, merged in 2026 with Spain’s Evercom into an Iberian group

Lift is a communication consultancy founded by Salvador da Cunha that combines PR, digital and content with its creative unit Drummer. Its site cites Agency Scope 25/26 naming it the best communication agency in Portugal. In June 2026 Lift merged with the Spanish agency Evercom under a new holding, Imanvox – Comunicação Ibérica Integrada, S.A., registered in Paço de Arcos, Portugal. According to ECO (2 June 2026), the holding is owned in roughly equal parts by Salvador da Cunha, Evercom’s former shareholders and the Portuguese private-equity fund CoRe Consolida I, managed by CoRe Capital; the same report also gives CoRe’s stake as about 30%, so the exact split is not clear. Together the two agencies have about 210 people. ECO also reported Lift’s own 2025 revenue at €7.37 million, a press figure rather than filed accounts.

What clients say. I found no Clutch profile, so there are no usable reviews. The stronger signals are the Agency Scope ranking and its clients, among them Samsung, The Navigator Company, IGLO, TAP and IHMT-NOVA.

Facts: Paço de Arcos (Lisbon area) · Portuguese, English, Spanish.

My take: the consultancy I would call first for a large PR team covering Portugal and Spain. Best for: companies that want a large PR team for Portugal and Spain. Not for: buyers who specifically want a purely Portuguese-owned boutique.

2. LPM Comunicação

One of Portugal’s longest-running independent communication consultancies

LPM Comunicação is a Lisbon communication consultancy whose own timeline starts with its first client in 1986. Its practices cover reputation and media relations, crisis management, public and C-level affairs, digital (social, web, AI and GEO), internal communication and employer branding, influencer matchmaking, and activations and events. It is a member of TAAN Worldwide, a network of independent agencies – a partnership, not an owner – and works with ARC Angola on Angola–Portugal projects. Its ownership is not stated on its site.

What clients say. I found no Clutch profile, so there are no usable reviews. The client list is the signal: McDonald’s, Super Bock, Microsoft, BP, Embraer, Metro de Lisboa, Turismo de Portugal, Sonae and Carlsberg.

Facts: founded 1986 · Lisbon · Portuguese, English.

My take: a safe choice for a foreign company that needs full-service media relations, public affairs and crisis support. Best for: foreign companies that need full-service media relations, public affairs and crisis support in Portugal. Not for: pure digital or performance campaigns.

3. YoungNetwork Group

Independent Lisbon communication group with dedicated PR, public-affairs and crisis units

YoungNetwork Group is a Lisbon-based communication group with an office in Porto that says it has 25 years of history, which matches the age of its registered company. Its PR work runs through Taylor (PR) and Alice (digital marketing and PR), alongside public affairs and crisis management, while Carmen handles creativity, design, advertising and events. Forbes Portugal’s awards coverage listed it among the best-positioned advertising agencies in the country. The sub-brands may be separate legal entities; the registry data here is for the group’s main company. Its website is in Portuguese only.

What clients say. I found no Clutch profile, so there are no usable reviews. The stronger signals are its featured projects for Adidas, Motorola, EY and iad and its standing in the Forbes Portugal awards coverage.

Facts: Lisbon (also Porto) · Portuguese.

My take: a good pick if you want PR, public affairs and crisis cover with creative and digital support from the same group. Best for: companies that want media relations, public affairs and crisis communication in Portugal combined with creative and digital support. Not for: buyers who want a single-person boutique or a pure financial-communications specialist.

4. Corpcom

Boutique PR, reputation and crisis consultancy led by its founder, José Franco

Corpcom is a Lisbon PR boutique based at LX Factory, founded and led by its CEO José Franco. It offers media relations, reputation and crisis management (with a dedicated crisis unit), institutional relations and public affairs, and strategic content. Its team page shows six people, and its registered seat is in Alcabideche, west of Lisbon. Forbes Portugal’s awards coverage listed it among the best-positioned PR agencies in Portugal.

What clients say. I found no Clutch profile, so there are no usable reviews. The client logos on its site are the signal, with several international brands: Mercedes-Benz, La Redoute, Klarna, Hertz, Indra, Solverde and ERA.

Facts: Lisbon · about 6 people · Portuguese, English.

My take: my pick for an international brand entering Portugal that wants senior media relations and crisis cover. Best for: international brands entering Portugal that need senior media relations and crisis cover. Not for: large integrated campaigns that need big teams.

5. Unimagem

Long-running Lisbon communication consultancy with events, design and digital in-house

Unimagem is a Lisbon communication consultancy whose registered company has been active for about 35 years. It offers communication consulting – strategy, reputation and crisis, media relations, media training, audits and monitoring – plus events and activations, design and digital work such as websites, social media, VR/AR and video. Its ownership is not stated on its site.

What clients say. I found no Clutch profile, so there are no usable reviews. The client list is the signal and leans towards infrastructure, energy and the public sector: Brisa, Via Verde, E-Redes, MSC, InnoEnergy, Intrum, and the public bodies ANSR, APA and IPMA.

Facts: Lisbon · Portuguese, English.

My take: a sensible choice for infrastructure, energy or public-sector communication that includes events and conferences. Best for: infrastructure, energy and public-sector communication including events and conferences. Not for: fast-moving consumer and influencer work.

6. Guess What

Lisbon communication agency strong in health, food and influence marketing

Guess What is a Lisbon communication agency that says it has more than 15 years in the market; its registered company is about 18 years old. It works through immersion, data and insight, ideation and execution, and runs its own formats such as Share of Influence, an Influence Marketing Playbook and a Food & Health Media Lab. Portfolio projects include health and social-cause movements on informal carers and fertility. Its footer links to a related group, Grupo GW, whose structure I did not check. Its website is in Portuguese only.

What clients say. I found no Clutch profile and no named clients I could verify, so there are no usable reviews. The strongest signal is its specialised work on health and food communication and its own influence-marketing formats.

Facts: Lisbon · Portuguese.

My take: an option for health, food or cause-related communication in Portugal. Best for: health, food and cause-related communication in Portugal. Not for: English-language international programmes.

Quality, specialisation and what PR agencies in Portugal charge

None of the PR agencies in Portugal in this ranking publishes a rate; all of them quote a monthly retainer or a project fee after a briefing, invoiced in euros. As a general observation, Portuguese PR retainers are usually lower than in London or Paris, but the senior consultants at the top firms are not cheap, and crisis work is often billed separately. Ask for a written proposal that lists the team, the hours and what counts as extra.

The main choice is between a large Iberian consultancy (Lift), long-established full-service firms (LPM Comunicação, Unimagem), an integrated group with PR units (YoungNetwork Group), a senior boutique (Corpcom) and a specialist for health and food communication (Guess What).

How to choose a PR agency in Portugal

Choosing a PR agency in Portugal starts with the audience you need to reach:

  • Consumers, business press or government – consumer launches suit agencies with influencer and event teams; corporate, financial and public-affairs work suits LPM Comunicação or Corpcom.
  • Portugal only or Iberia – if you also need Spain, Lift now covers both markets through its merger with Evercom.
  • Language – Portuguese media expect Portuguese-language material, so the agency will translate and adapt your releases. English is widely spoken by consultants, but several of the agencies here have Portuguese-only websites; agree the reporting language up front.
  • Time zone – mainland Portugal is on Western European Time (UTC+0, UTC+1 in summer), the same as London and one hour behind Berlin.

Also check the paperwork when you hire a PR agency in Portugal. The NIPC is both the company number and the tax number; you can read the legal form, seat, share capital and managers in the official certidão permanente from the commercial registry (Registo Comercial), and free aggregators such as einforma.pt and nif.pt show the basics. Check the VAT number (PT followed by the NIPC) in the EU’s VIES database. If your business is in another EU country and gives its own VAT number, the reverse charge usually applies and the invoice carries no Portuguese VAT (IVA); for a business outside the EU, Portuguese VAT is in most cases not charged on these services, though event costs incurred in Portugal can be treated differently. Confirm with your adviser – this is not legal or tax advice. For comparison, here is the same list for Poland, where rates are usually similar or a little lower, and if you need advertising or performance campaigns as well, see my list of marketing agencies in Portugal.

PR agencies in Portugal: FAQ

The questions foreign companies ask most before hiring PR agencies in Portugal.

Do PR agencies in Portugal work in English?

Yes, the PR agencies in Portugal in this ranking can work with you in English, although the media work itself is done in Portuguese. Some have Portuguese-only websites, so confirm that your account lead, calls and reports will be in English.

How much do PR agencies in Portugal charge?

PR agencies in Portugal do not publish prices; they charge a monthly retainer or a project fee agreed after a briefing, invoiced in euros. Ask for the team and hours behind the fee in writing.

Will a PR agency in Portugal charge me Portuguese VAT?

No, in most cases a PR agency in Portugal will not charge Portuguese VAT on consulting services to a VAT-registered business in another EU country, because the reverse charge applies, and businesses outside the EU are usually not charged Portuguese VAT either. Events held in Portugal can be an exception. Check with your adviser; this is not tax advice.

Is Lift still a Portuguese PR agency after the Evercom merger?

Yes, Lift is still a Portuguese company: its holding, Imanvox, is registered in Portugal, and according to ECO it is owned in roughly equal parts by Lift’s founder, Evercom’s former shareholders and the Portuguese fund CoRe Consolida I. The group now also covers Spain.

My verdict: which PR agency in Portugal to hire

Choosing among PR agencies in Portugal depends on the size of the job and the audience. For a large team covering Portugal and Spain, hire Lift. For full-service media relations and public affairs, hire LPM Comunicação. For senior media relations and crisis cover as an international brand, hire Corpcom. For PR combined with creative and events, talk to YoungNetwork Group.

Whichever PR agency in Portugal you choose, agree the target media, the spokespeople, the approval process for releases and the crisis-response rules before work starts.
