I ranked the ChatGPT ads agencies in Romania by how concrete their offer is first, by the size and track record of their PPC team second and by fit for a foreign buyer third:

What the channel is, in short: according to OpenAI (August 2026), ads in ChatGPT started in the US earlier in 2026, with self-serve buying in OpenAI Ads Manager (ads.openai.com) from May 2026, and went live on 24 August 2026 in 31 European markets – the 27 EU countries plus Iceland, Liechtenstein, Norway and Switzerland. Ads are shown only to users of the Free and Go plans, and personalised ads are initially switched off in the EEA and Switzerland, so campaigns rely on the context of the conversation. Search Engine Roundtable reported that self-serve Ads Manager opened in the EEA and Switzerland around 4 September 2026. On 21 October 2026, according to Reuters, OpenAI added 26 more countries, for 89 markets in all, and said it had more than 100,000 advertisers.

The list includes only firms registered and headquartered in Romania, and I left out the Romanian offices of international agency networks. Limitless Agency is a Bucharest performance agency whose company, LIMITLESS PPC AGENCY S.R.L., was registered in Prahova county in 2014. On 28 August 2026, four days after the channel went live in Romania, it announced a dedicated ChatGPT Ads service in a sponsored AGERPRES business release: eligibility checks, choice of bidding model, ad writing, landing-page optimisation and measurement. ChatGPT Ads (CPM and CPC) is also listed among the services on its homepage. It publishes no ChatGPT Ads fee or results. It shows Google Partner, Meta Business Partner and TikTok Marketing Partner badges. Press reports put its 2024 turnover at about €6.4m, with around 500 clients and €40m of managed budgets – agency-reported figures – and say it plans to expand to the US and the UK. The filed 2025 accounts of this company show a lower turnover; the press figure may cover more than one company, and I could not reconcile the two. Press coverage names Daniel Slăvenie as CEO.

What clients say. I found no Clutch profile, so there are no usable reviews. The strongest signal is its size: the filed accounts show turnover of RON 18.8m, a net profit of RON 5.4m and 45 average employees in 2025. Romstal is named in press coverage as an SEO client.

Ads Factory is the PPC brand of TheFactory, a company registered in 2015 with its registered office in Corbeanca (Ilfov) and a work point in Bucharest. Its ChatGPT Ads service page is the most technical in this ranking: OpenAI Ads Manager set-up, Reach, Clicks and Conversions campaigns with context hints, product-feed campaigns for online shops, checks that OpenAI’s OAI-AdsBot crawler can reach the landing pages, the OpenAI pixel and Conversions API, and ad copy written for conversations. CRAFT Interactive is a small Bucharest marketing agency founded in 2010. Its ChatGPT Ads page covers set-up and management in OpenAI Ads Manager, UTM and GA4 conversion tracking that separates paid ChatGPT traffic from organic AI traffic, ongoing optimisation with monthly reports, and integration with Google, Meta and GEO work, and it states that the client keeps the account and the data. It expects first signals within 1–2 weeks and 4–8 weeks to optimise; its promise of measurable results from the first month is its own claim. It publishes no packages or prices. The filed accounts show 3 average employees in 2025. I found its CUI through a company-data site and confirmed it by the company name in ANAF’s records.

Sinaps is a digital agency in Iași and one of the larger agencies outside Bucharest. In an article of 2 September 2026 it wrote that it has started testing ChatGPT Ads and is building the channel into its clients’ marketing strategies, and its site navigation links to a ChatGPT Ads page, which I did not read. It publishes no ChatGPT Ads fee or results. Its company, SINAPS MARKETING SRL, is filed with ANAF under a consulting activity code, and I did not read its J number or founding year, so I leave the founding year open. Its materials are in Romanian only.

What clients say. I found no Clutch profile and no named clients, so there are no usable reviews. The strongest signal is its size: the filed accounts show turnover of RON 9.1m, a net profit of RON 2.1m and 39 average employees in 2025.

Quality, specialisation and what ChatGPT ads agencies in Romania charge

None of the ChatGPT ads agencies in Romania in this ranking publishes a ChatGPT Ads fee; all four quote after a briefing. The media budget is paid on top, to OpenAI. The Romanian business magazine revistabiz.ro reported a CPM floor of about $25 and suggested CPCs of $3–5 for Romania – early figures that are likely to change as more advertisers join. Agree a separate, capped test budget and success criteria before you start. As a general observation, Romanian agency rates are among the lowest in the EU; prices are set in Romanian lei (RON), but invoices to foreign clients are often issued in euros.
