Portugal is one of Western Europe’s main nearshore locations: engineers in Lisbon, Porto, Coimbra and Aveiro work in English, share London’s time zone and cost less than in the UK, Germany or France. This ranking is written for a company from the US, the UK, another EU country or the Nordics that wants to hire IT outsourcing companies in Portugal – for team augmentation, a dedicated team, managed services or a complex engineering programme. I kept 8 companies, all Portuguese-registered, and for each one I looked up the NIPC (the Portuguese company and tax number), the legal form and the registered seat on einforma.pt or nif.pt.

How I ranked the IT outsourcing companies in Portugal
I ranked the IT outsourcing companies in Portugal by quality first, fit for a foreign client second and price third:
- Track record – years on the market, size, named clients and sectors, such as Critical Software’s safety-critical work or KWAN’s international clients.
- Delivery model – team augmentation, dedicated teams, managed services or fixed-scope engineering, and how quickly a company can staff a team.
- Fit for a foreign buyer – work in English (and French or Spanish, where offered), the share of international clients and offices in your market.
- Reviews – none of these companies has a Clutch profile I could use, so I say so in each review and name the strongest other signal.
- Registration and ownership – for every company I matched the brand to a Portuguese company and noted its NIPC, legal form (Lda., Unipessoal Lda. or S.A.) and registered seat. I checked for foreign parents and say where ownership could not be confirmed.
The list includes only firms registered and headquartered in Portugal. I left out the Portuguese delivery centres of foreign IT groups and joint ventures controlled by foreign companies, such as Critical TechWorks, the BMW joint venture.
The 8 best IT outsourcing companies in Portugal, reviewed
Every IT outsourcing company in Portugal below gets the same treatment: who they are, what clients say, the facts that matter when you hire, and my opinion on who should – and should not – work with them.
1. KWAN
Portuguese IT consultancy for nearshore team augmentation and dedicated teams
KWAN is a Lisbon IT consultancy that places Portuguese engineers in its clients’ teams – as individuals or full squads – and also runs dedicated teams and senior tech recruitment, on remote, hybrid or on-site models. Forbes Portugal reported in September 2024 that it had 287 employees, 2023 revenue above €13.5 million (up 30%) and 35% international clients, with plans to expand to Belgium and Germany; these are press figures, not filed accounts. Forbes names Duarte Fernandes as CEO. The company was formerly called Personafacetada, Lda.
What clients say. Its Clutch profile exists but I could not read it, so there are no usable reviews. The client list is the stronger signal: FedEx, Worten, CUF, Sword Health, Enhesa, Infinera and Critical TechWorks, for which KWAN says it filled 66 roles over two years.
Facts: Lisbon · about 290 people · English, Portuguese.
My take: the company I would call first to add Portuguese engineers to an existing team. Best for: foreign tech companies that want Portuguese engineers embedded in their own teams. Not for: fixed-scope projects where the supplier owns the whole product.

2. Critical Software
Coimbra-born engineering company for safety- and mission-critical software
Critical Software grew out of the Instituto Pedro Nunes incubator in Coimbra in 1998 and provides software and systems engineering for critical systems in space, aeronautics, rail, automotive, energy, telecoms, health, finance and defence. Forbes Portugal mentions engineering centres abroad, including Southampton and a Munich subsidiary, and revenue above €28 million in 2016; I did not find a more recent figure in a source. On ownership, Forbes Portugal reported in August 2018 that the founders Gonçalo Quadros and João Carreira held 80% of the capital, with the rest held by small shareholders including employees. That is the latest detailed figure I have; a Clearwater International deal note also reports a group of existing Critical shareholders acquiring a 28% stake, and I found no sign that a foreign group controls the company. Critical TechWorks, its joint venture with BMW, is a separate company and not part of this entry.
What clients say. I found no Clutch profile, so there are no usable reviews. The strongest signal is its long record in regulated, safety-critical industries such as space, aeronautics and rail.
Facts: founded 1998 · Coimbra · Portuguese, English.
My take: my pick if you need a dedicated engineering team for regulated, safety-critical or high-reliability software. Best for: foreign buyers who need a dedicated engineering team for regulated, safety-critical or high-reliability software. Not for: small web or app projects and plain staff augmentation at the lowest rate.

3. PrimeIT
Portuguese-founded IT consulting and nearshore group with offices in nine countries
PrimeIT is a Lisbon-founded IT, telecoms and engineering consultancy with more than 19 years of activity and, by its own count, over 2,430 consultants. It offers team extension, team-as-a-service, managed services, nearshore delivery and custom software, from 22 locations in Portugal, Spain, France, Italy, Switzerland, Poland, Germany, Romania and the UK. The operating company is owned by a holding, PrimeIT, SGPS, Unipessoal Lda.; ECO described it in September 2025 as a Portuguese consultancy, but I could not identify the shareholders behind the holding.
What clients say. I found no Clutch profile, so there are no usable reviews. The strongest signal is its scale and multi-country footprint; it does not name clients on the pages I read.
Facts: Lisbon · 2,430+ people · Portuguese, English, French, Spanish.
My take: a strong choice for a large company, especially a French-speaking one, that needs to scale IT consultants from a Portuguese nearshore base. Best for: large companies, especially French-speaking ones, that want scalable IT consultants from a Portuguese nearshore base. Not for: small product builds.

4. Link Consulting
Lisbon IT consultancy, originally an INESC spin-off, for data and AI, modernisation and SAP
Link Consulting is a Lisbon IT consultancy that started as INESC – Consultoria e Serviços, a spin-off of the INESC research institute, and has more than two decades of experience with projects in over 30 countries. It covers data and AI, application modernisation, integration and low-code, enterprise architecture (including LeanIX), SAP, GRC and regtech, and sells its own products for banking and ticketing. Its ownership is not stated in the sources I read.
What clients say. I found no Clutch profile, so there are no usable reviews. The stronger signals are its case studies for Caixa Geral de Depósitos and Lusitania Seguros and its long history in Portuguese banking and insurance.
Facts: Lisbon · Portuguese, English.
My take: a sensible pick for a bank, insurer or utility that needs architecture, data or SAP work rather than just extra hands. Best for: banks, insurers, utilities and public bodies that need architecture, data and SAP work. Not for: pure staff augmentation at low rates.

5. Integer Consulting
Lisbon IT consultancy for outsourcing, nearshore teams, cybersecurity and custom software
Integer Consulting is a Portuguese IT consultancy founded in 2007, with offices in Lisbon and Porto and a presence in São Paulo. It provides IT outsourcing and nearshore delivery, cybersecurity and bespoke software, backed by its own tech-recruitment team. Its site cites 320 people, ISO 9001 certification from APCER and PME Líder status. Its ownership is not stated, and I found no foreign parent.
What clients say. I found no Clutch profile, so there are no usable reviews. Its site shows logos such as IBM, SAP, OutSystems, Atos, Indra and Worten as companies it works with, but some of these are probably partners rather than end clients, so I would ask for direct references.
Facts: founded 2007 · Lisbon · about 320 people · Portuguese, English.
My take: a good fit for a foreign company that wants Portuguese IT consultants or a nearshore team on time-and-materials terms. Best for: foreign companies that want Portuguese IT consultants or a nearshore team on time-and-materials terms. Not for: buyers who want a fixed-price product studio with a published portfolio and reviews.

6. Polarising
Portuguese integration and AI-led engineering consultancy with UK and Portugal teams

It focuses on integration and middleware and AI-led engineering, reports more than 450 projects delivered and offers senior nearshore teams to clients in the UK and Portugal. It is a single-shareholder company (Unipessoal Lda.); I could not identify the shareholder.
What clients say. I found no Clutch profile and no named clients, so there are no usable reviews. The strongest signal is its stated delivery record of more than 450 projects and its integration focus.
Facts: Estoril (Lisbon area) · 250+ people · English, Portuguese.
My take: worth a call for an enterprise that needs integration and engineering teams from Portugal for UK projects. Best for: enterprises that need integration, middleware and engineering teams from Portugal for UK projects. Not for: design-led consumer apps.

7. Dellent Consulting
Remote-first Portuguese IT consulting and staffing platform
Dellent Consulting is an IT consultancy registered in Ílhavo, near Aveiro, for about 11 years. It presents itself as a platform for IT projects, with fully remote recruitment and onboarding of consultants, and serves telecoms and utilities, financial services and insurance, software houses, healthcare, retail and logistics, and transport and government. Its size and ownership are not stated in the sources I read.
What clients say. I found no Clutch profile and no named clients, so there are no usable reviews. The strongest signal is its focus on remote IT consultants across several regulated sectors.
Facts: Ílhavo (Aveiro) · Portuguese, English.
My take: an option if you want remote Portuguese IT consultants on time-and-materials terms – ask for references. Best for: clients that want remote Portuguese IT consultants on time-and-materials terms. Not for: buyers who need public client references.

Its registered activity is machinery repair and maintenance, which reflects the hardware side of its work. Its ownership is not stated in the sources I read.

My take: the specialist here for IT hardware field support and service-desk or nearshore staffing in Portugal. Best for: IT hardware field support and service-desk or nearshore staffing in Portugal. Not for: software product development.

Quality, specialisation and what IT outsourcing companies in Portugal charge
None of the IT outsourcing companies in Portugal in this ranking publishes a rate; they quote a daily or monthly rate per engineer, or a project price, after a briefing. As a general observation, Portuguese engineers usually cost less than comparable staff in the UK, Germany or France, but salaries in Lisbon and Porto have risen and senior specialists in high demand are not cheap. Invoices are in euros.
The main choice is between team-augmentation specialists (KWAN, Dellent Consulting), large multi-country consultancies (PrimeIT, Integer Consulting), engineering-led firms for complex systems (Critical Software, Link Consulting, Polarising) and an IT field-services provider (Winprovit).
How to choose an IT outsourcing company in Portugal
Choosing an IT outsourcing company in Portugal starts with the model you want:
- Augmentation or outcome – if you manage the work yourself and need people, KWAN, Integer Consulting or Dellent Consulting fit; if you want the supplier to own delivery, look at Critical Software, Link Consulting or Polarising.
- Contract terms – agree notice periods, replacement guarantees for engineers who leave, and who owns the code and intellectual property. Ask whether engineers are employees or subcontractors.
- Language – English is the working language for most Portuguese IT consultants; PrimeIT also offers French and Spanish.
- Time zone – mainland Portugal is on Western European Time (UTC+0, UTC+1 in summer), the same as London and one hour behind Berlin.
Also check the paperwork when you hire an IT outsourcing company in Portugal. The NIPC is both the company number and the tax number; you can read the legal form, seat, share capital and managers in the official certidão permanente from the commercial registry (Registo Comercial), and free aggregators such as einforma.pt and nif.pt show the basics. Check the VAT number (PT followed by the NIPC) in the EU’s VIES database. If your business is in another EU country and gives its own VAT number, the reverse charge usually applies and the invoice carries no Portuguese VAT (IVA); for a business outside the EU, Portuguese VAT is in most cases not charged on these services. If engineers will work on your premises or only for you for a long time, ask an adviser about employment and permanent-establishment risks. This is not legal or tax advice. For comparison, here is the same list for Poland, where rates are usually similar or a little lower, and if you would rather hand over a whole product build, see my list of software development companies in Portugal.
IT outsourcing companies in Portugal: FAQ
The questions foreign companies ask most before hiring IT outsourcing companies in Portugal.
Do IT outsourcing companies in Portugal work in English?
Yes, the IT outsourcing companies in Portugal in this ranking work in English, and English is the normal working language in Portuguese tech teams with foreign clients. Some, such as PrimeIT, also work in French and Spanish.
How much do IT outsourcing companies in Portugal charge?
IT outsourcing companies in Portugal do not publish prices; they quote a daily or monthly rate per engineer, or a project price, after a briefing. Rates are usually below UK or German levels and invoiced in euros.
Will an IT outsourcing company in Portugal charge me Portuguese VAT?
No, in most cases an IT outsourcing company in Portugal will not charge Portuguese VAT to a VAT-registered business in another EU country, because the reverse charge applies, and businesses outside the EU are usually not charged Portuguese VAT either. Check with your adviser; this is not tax advice.
Is Critical Software still Portuguese-owned?
Yes, as far as I could find, Critical Software is still Portuguese-controlled: Forbes Portugal reported in August 2018 that its founders held 80% of the capital, and I found no later report of a foreign group taking control. Check the current shareholder structure with the company before you sign.
My verdict: which IT outsourcing company in Portugal to hire
Choosing among IT outsourcing companies in Portugal depends on whether you need people or outcomes. To add Portuguese engineers to your team, hire KWAN. For safety-critical or regulated engineering, hire Critical Software. To scale consultants across several countries, hire PrimeIT. For data, architecture and SAP in banking or insurance, hire Link Consulting.
Whichever IT outsourcing company in Portugal you choose, agree the team, the replacement rules, the notice period and who owns the code before work starts.
