Portugal has a deep pool of software engineers, trained at universities in Lisbon, Porto, Braga and Coimbra, and many of its software houses already work mainly for start-ups and scale-ups abroad. This ranking is written for a company from the US, the UK, another EU country or the Nordics that wants to hire software development companies in Portugal – for an MVP, a new product or a long-term engineering team. I kept 7 companies, all Portuguese-registered, and for each one I looked up the NIPC (the Portuguese company and tax number), the legal form and the registered seat on einforma.pt or nif.pt.

How I ranked the software development companies in Portugal
I ranked the software development companies in Portugal by quality first, fit for a foreign client second and price third:
- Track record – years on the market, named clients and products shipped, such as Subvisual’s fintech and Web3 work or Untile’s platforms.
- Engineering depth – stacks, AI and data skills, product and design support, and how teams are staffed.
- Fit for a foreign buyer – work in English, experience with foreign clients, clear minimum budgets and overlap with your working hours.
- Reviews – Clutch, and only where there are enough reviews to mean something. Two reviews are not a usable sample; where that is the case I say so and name the strongest other signal.
- Registration – for every company I matched the brand to a Portuguese company and noted its NIPC, legal form (Lda., Unipessoal Lda. or S.A.) and registered seat, and, where available, its incorporation date.
The list includes only firms registered and headquartered in Portugal. I left out the Portuguese engineering centres of foreign groups, such as Critical TechWorks, the BMW joint venture.

Quality, specialisation and what software development companies in Portugal charge
All seven software development companies in Portugal in this ranking show a rate on Clutch. Subvisual lists $100–149 an hour; Altar.io, Untile, Codepoint and Whitesmith list $50–99; and Buzzvel and BytePitch list $25–49. Minimum projects run from $1,000 at Buzzvel to $50,000 at Subvisual and Codepoint. As a general observation, Portuguese engineering rates are usually below those in the UK, Germany or the Nordics, though senior product studios have moved closer to Western European prices; invoices are in euros.
The main choice is between product studios for founders (Altar.io, Untile, Subvisual), affordable builders for SMEs and start-ups (Buzzvel, BytePitch), a nearshore software house (Codepoint) and an embedded-team and fractional-CTO studio (Whitesmith).
How to choose a software development company in Portugal
Choosing a software development company in Portugal starts with how you want to work:
- Fixed project or team – for an MVP with a clear scope, a product studio such as Altar.io or Untile is the natural choice; for ongoing work, ask about dedicated or embedded teams, which Whitesmith, BytePitch and Codepoint offer.
- Stack and domain – pick a company that already works in your stack and sector, such as Subvisual for Elixir and fintech or BytePitch for Java and data.
- Language – English is the working language at all of these companies; BytePitch also works in Spanish and French, Altar.io in Italian.
- Time zone – mainland Portugal is on Western European Time (UTC+0, UTC+1 in summer), the same as London and one hour behind Berlin, which leaves several hours of overlap with the US East Coast.
Also check the paperwork when you hire a software development company in Portugal. The NIPC is both the company number and the tax number; you can read the legal form, seat, share capital and managers in the official certidão permanente from the commercial registry (Registo Comercial), and free aggregators such as einforma.pt and nif.pt show the basics. Check the VAT number (PT followed by the NIPC) in the EU’s VIES database. If your business is in another EU country and gives its own VAT number, the reverse charge usually applies and the invoice carries no Portuguese VAT (IVA); for a business outside the EU, Portuguese VAT is in most cases not charged on these services. Make sure the contract assigns the code and intellectual property to you. Confirm with your adviser – this is not legal or tax advice. For comparison, here is the same list for Poland, where rates are usually similar or a little lower, and if you need engineers inside your own team, see my list of IT outsourcing companies in Portugal.
