Romania has a fast-growing e-commerce sector, and Meta ads – Facebook and Instagram – are usually the first paid-social channel a brand tests there, with TikTok as the common second. This ranking is written for a company from the US, the UK, another EU country or the Nordics that wants to hire Meta ads agencies in Romania – to sell to Romanian customers, or to buy paid-social management and creative at a lower rate than at home. I kept 8 agencies, all Romanian companies, and checked the tax ID (CUI) and 2025 accounts with ANAF, the Romanian tax authority, wherever I could find the CUI.

How I ranked the Meta ads agencies in Romania
I ranked the Meta ads agencies in Romania by quality first, fit for a foreign client second and price third:
- Meta partner badge – whether the agency shows one. I read the badges on the agencies’ own websites and did not cross-check them in Meta’s partner directory. Marketing Deck, Started Agency, BigConvert and Search Ads show one; Danco Vision 360, Canopy and DWF show none, and I did not check Marketos.
- Paid-social depth – creative production and testing, catalogue ads, server-side tracking (the Conversions API) and work on TikTok as well as Meta.
- Track record – named clients, managed budgets and case studies. Case-study numbers are the agencies’ own claims, and I quote them as such.
- Reviews – Clutch only, where there are enough reviews to mean something: Marketing Deck has 58, Danco Vision 360 18, Canopy 14, BigConvert 11 and Started Agency 9. Where there are no usable reviews, I say so and name the strongest other signal.
- Accounts and registration – for seven agencies I confirmed the CUI and read 2025 turnover (cifra de afaceri), net profit and headcount in ANAF’s public financial statements. For Started Agency I could not find a CUI, and I say so in its review.
The list includes only firms registered and headquartered in Romania. I left out the Romanian offices of international advertising networks, such as the media agencies owned by the large holding groups. Agencies that sell paid social as part of a broader programme also appear in my ranking of marketing agencies in Romania.
The 8 best Meta ads agencies in Romania, reviewed
Every Meta ads agency in Romania below gets the same treatment: who they are, what clients say, the facts that matter when you hire, and my opinion on who should – and should not – work with them.
1. Marketing Deck
Meta-first Bucharest performance agency with its own photo and video studio
Marketing Deck is a Bucharest performance agency founded in 2017 by Paul Ardeleanu. It runs Meta, Google and TikTok ads with daily monitoring of sales or cost per lead, backed by its own photo and video studio, and has a dedicated Head of Social Media and media buyers. It shows a Meta Badged Partner badge on its site, held since 2025. The agency reports more than €25m in e-commerce sales generated and more than €5m in ad budgets managed. Its fee is separate from media spend, with a recommended three-month minimum and a one-year standard contract. It works for clients in Romania and ten other countries, in French and Italian as well as English. The filed accounts show 9 average employees in 2025, while the website speaks of 15 full-time staff.
What clients say. Clutch: 5.0/5 from 58 reviews, the largest review base in this ranking. Reviewers describe it as affordable, responsive and organised, with measurable gains in leads and sales; clients include Logiscool, the International School of Bucharest, euplatesc.ro, Bebe Tei, FasTracKids and Spartan. The filed accounts show turnover of RON 3.3m and a net profit of RON 0.5m in 2025.
Facts: founded 2017 · Bucharest · 10–49 people · $50–99/h · minimum project $1,000 · Romanian, English, French, Italian.
My take: the agency I would call first for Meta ads with creative production included, especially for a franchise or education brand. Best for: education franchises, SMEs and foreign brands that want Meta ads with in-house creative at mid-market rates. Not for: large enterprise programmes – the filed accounts show 9 average employees.

2. Started Agency
Bucharest e-commerce agency with Meta Business Partner and TikTok Diamond badges
Started is a Bucharest agency founded in 2017 that runs Meta prospecting and retargeting, TikTok and Google Ads for online stores and consumer brands. Its website shows TikTok Agency Partner (Diamond tier), Meta Business Partner, Meta Certified Media Buying Professional and Google Premier Partner 2025 badges, which I did not cross-check in the platforms’ directories. It says it has managed more than €10m in media budgets for over 145 brands. The website names Started Digital SRL, but I could not verify its registry entry because I did not find its CUI, so confirm the contracting entity.
What clients say. Clutch: 5.0/5 from 9 reviews. Nine reviews is a small sample; reviewers mention proactive communication, on-time delivery and ROAS gains. The named clients – Kalapod, Chipicao, Swiss Clinics, Indian Motorcycle, Polaris and Kilostop – are the stronger signal.
Facts: founded 2017 · Bucharest · 10–49 people · $100–149/h · minimum project $10,000 · Romanian, English.
My take: my pick for an e-commerce brand that wants Meta and TikTok scaled together – after confirming the company details. Best for: e-commerce brands that want Meta and TikTok ads scaled together by one team. Not for: small budgets – the Clutch minimum project is $10,000.

3. BigConvert
E-commerce ads agency and Meta Business Partner focused on profit-based scaling
BigConvert is a Bucharest and Brașov agency launched in 2023 that runs Meta ads – Reels, dynamic catalogue ads and UGC – next to Google, TikTok and Pinterest for more than 120 e-commerce brands, according to its website. It shows a Meta Business Partner badge on its site and optimises for profit on ad spend (POAS) rather than ROAS. The agency reports +47% CTR and an 18% lower CPM on Meta, and more than 1,200 creatives delivered. It works through four companies; the contracting company named in its terms, BigConvert SRL, was registered in 2024 and had 1 average employee in 2025, so most of the team sits in the other group companies.
What clients say. Clutch: 5.0/5 from 11 reviews. Reviewers praise data-driven optimisation and ROAS gains; named clients include Noriel, Dr. Max, Aldo Group, Antonia Bijoux and Sefinni. BigConvert SRL alone reported turnover of RON 2.3m and a net profit of RON 1.4m in 2025; the group’s total revenue across its four companies is higher.
Facts: founded 2023 · Bucharest and Brașov · 10–49 people · $50–99/h · minimum project $5,000 · Romanian, English.
My take: the agency I would brief for an online store that wants Meta catalogue ads and creative testing tied to profit. Best for: online stores that want Meta catalogue ads and creative testing tied to profit. Not for: brands outside e-commerce.

4. Search Ads
Bucharest performance agency with Meta Business Partner and TikTok badges next to Google Premier
Search Ads is a Bucharest performance agency founded in 2012 that runs Facebook and Instagram campaigns for awareness, leads, sales and app installs, plus TikTok and Google Ads. Its website shows Meta Business Partner and TikTok logos and states Google Premier Partner certification. Clutch puts social media marketing at 35% of its work, equal to PPC. It says it has worked for more than 700 clients since 2012 and manages about €5m in ad budgets a year. The company was first registered in Olt county (J28) and now works from Bucharest; its website names four partners. The filed accounts show 19 average employees in 2025.
What clients say. Clutch: 5.0/5 from 2 reviews, which is not a usable sample. The stronger signals are its client logos – Sixt, Straumann, Viessmann, Würth, KTM, Husqvarna and CFMOTO, read from its website – and its filed accounts: turnover of RON 5.8m and a net profit of RON 1.5m in 2025.
Facts: founded 2012 · Bucharest · 10–49 people · $50–99/h · minimum project $1,000 · Romanian, English.
My take: a safe pick for an SME or regional brand that wants Meta and Google from one certified team. Best for: SMEs and regional brands that want Meta and Google ads from one team with partner badges. Not for: creative-led brand campaigns.

5. Danco Vision 360
Long-running Bucharest agency running 180+ Meta accounts with Conversions API set-ups
Danco Vision is a Bucharest digital agency founded in 2006, with its registered office in Chiajna just outside the city. It runs Meta ads – Advantage+ Shopping, Reels and Stories, catalogue ads, lead forms and click-to-WhatsApp – with Pixel plus Conversions API tracking, and says it manages more than 180 Meta accounts. It suggests RON 5,000–50,000 a month as the ad-budget sweet spot. The agency reports a direct-to-consumer beauty case where blended ROAS rose from 1.6 to 5.4 and first-order CPA fell from RON 189 to RON 62 in 120 days. It also does SEO, Google, TikTok and LinkedIn. It names no Meta partner badge, and some counters on its website render as placeholders. The filed accounts show 24 average employees in 2025.
What clients say. Clutch: 5.0/5 from 18 reviews. Reviewers highlight communication, timeliness and project management, and report gains in rankings, traffic and conversions; named clients include Credius IFN, TotalSoft, Nova Power & Gas, Kindred Group, novoMOF AG and AUDITECO. Its 2025 accounts show turnover of RON 8.9m with a small net profit of RON 0.1m.
Facts: founded 2006 · Bucharest · 10–49 people · $50–99/h · minimum project $5,000 · Romanian, English.
My take: a good fit for a DTC or lead-gen advertiser that wants a hands-on Meta set-up with server-side tracking. Best for: DTC and lead-generation advertisers that want a hands-on Meta set-up with server-side tracking. Not for: buyers who need a Meta Business Partner badge – none is named.

6. Canopy
Bucharest PPC-first agency that runs Meta, LinkedIn and TikTok alongside Google
Canopy is a Bucharest performance agency that has specialised in PPC since 2016. It runs paid campaigns on Facebook, Instagram, LinkedIn and TikTok as part of one PPC offer, alongside Google Ads, analytics and creative and animation work. It shows a Google Premier Partner badge on its site but no Meta partner badge, which is why it sits in the lower half here. The brand is operated by SC Meraki Solutions SRL, the company named in its terms and conditions, which had 17 average employees in 2025; a 2019 Ziarul Financiar article said Meraki Solutions was fully owned by Cristian Ignat, and I did not check the current ownership.
What clients say. Clutch: 5.0/5 from 14 reviews. Reviewers praise proactive, well-organised project management and gains in ROAS and conversion rate; named clients include Leroy Merlin Romania, Iulius, Provident, Dăruiește Viață and Editura ALL. The filed accounts of Meraki Solutions show turnover of RON 6.5m and a net profit of RON 0.2m in 2025.
Facts: founded 2016 · Bucharest · 10–49 people · $50–99/h · minimum project $5,000 · Romanian, English.
My take: the right call when Meta and LinkedIn should be run by the same team as your Google Ads. Best for: brands that want Meta and LinkedIn ads run by the same team as Google Ads. Not for: social-first creative or influencer work.

7. Marketos
Small Timișoara growth agency for Meta, TikTok and LinkedIn ads, with DACH and UK clients
Marketos Growth Agency is a Timișoara agency founded in 2019 that combines Meta, TikTok, LinkedIn and Google ads with Shopify and WooCommerce builds, conversion-rate optimisation and automation. It says it serves clients in Germany, Austria and the UK remotely. Its website lists more than 11 specialists, while the filed accounts show 2 average employees in 2025, so expect much of the work to be done by freelancers or partners. I did not check it for Meta partner badges.
What clients say. I found no Clutch profile, so there are no usable reviews. Its named clients are the strongest signal – Continental, Dorna Medical, Clinica Luxor and Electroprecizia – together with filed accounts showing turnover of RON 1.6m and a net profit of RON 0.2m in 2025.
Facts: founded 2019 · Timișoara · Romanian, English.
My take: an option for a DACH or UK SME that wants a small, low-cost Romanian paid-social team. Best for: DACH and UK SMEs that want a small, low-cost Romanian paid-social and e-commerce team. Not for: large budgets – the filed accounts show 2 average employees.

8. DWF
Romania’s largest independent SEO-led agency, with an award-winning paid-social campaign
DWF (Digital Workforce) is a Bucharest search agency founded in 2013. It is SEO-led, but according to its website its paid-social strategy for Garkony won social campaign of the year at the European eCommerce Awards 2023, and it runs paid media for large Romanian retailers. I saw no Meta partner badge on its homepage, and paid social is a secondary line. Clutch puts it at 50–249 people and the website speaks of more than 100 specialists; the filed accounts show 44 average employees in 2025. I found no parent group.
What clients say. Clutch: 5.0/5 from 2 reviews, which is not a usable sample; both reviews come from foreign agencies that outsource Romanian SEO to DWF. The stronger signals are its client list – Dr.Max, Avis, Autovit.ro, Decathlon, Banca Transilvania, Douglas, Samsung, OLX, evoMAG and F64 – and its filed accounts: turnover of RON 24.9m and a net profit of RON 10.2m in 2025, the largest in this ranking.
Facts: founded 2013 · Bucharest · 50–249 people · $50–99/h · minimum project $10,000 · Romanian, English.
My take: worth a call when a large online shop wants paid social coordinated with search, not when it wants a Meta specialist. Best for: large e-commerce brands that want paid social coordinated with search. Not for: buyers looking for a Meta specialist – paid social is a secondary line.

Quality, specialisation and what Meta ads agencies in Romania charge
Seven of the Meta ads agencies in Romania in this ranking show a rate on Clutch: $50–99 an hour for Marketing Deck, BigConvert, Search Ads, Danco Vision 360, Canopy and DWF, and $100–149 for Started Agency, with minimum projects from $1,000 to $10,000. Romanian agencies usually charge a flat monthly management fee, a percentage of ad spend, or a mix of the two, and creative production may be priced separately; the ad budget itself is paid on top, usually straight to Meta. Marketing Deck, for example, keeps its fee separate from media spend and recommends at least three months. Ask what minimum spend the agency expects before testing makes sense. As a general observation, Romanian rates are among the lowest in the EU. Prices are set in Romanian lei (RON), but invoices to foreign clients are often issued in euros.
The main choice is between a Meta-first agency with its own studio (Marketing Deck), e-commerce teams that scale Meta with TikTok or tie it to profit (Started Agency, BigConvert), Google-and-Meta agencies for SMEs (Search Ads, Canopy), a hands-on tracking specialist (Danco Vision 360), a small remote team for DACH and UK clients (Marketos) and an SEO-led agency where paid social is a secondary line (DWF).
How to choose a Meta ads agency in Romania
Choosing a Meta ads agency in Romania starts with what you need besides media buying:
- What the badge means – a Meta Business Partner badge means Meta has vetted the agency’s expertise and track record in its partner programme. It is a useful filter but says nothing about your account, so ask for case studies in your sector and check the badge in Meta’s partner directory.
- Creative – on Meta the ad creative does most of the work. Ask who makes the images and videos, how many variants they test each month and whether production is in the fee. Marketing Deck has its own studio; BigConvert says it has delivered more than 1,200 creatives.
- Who owns the account – the Business Manager, ad account, Pixel, Conversions API set-up and custom audiences should belong to your company, with the agency given partner access. If the agency leaves, your data and history should stay with you. Put this in the contract.
- Who you contract with – several Romanian agencies trade under a brand that differs from the company name (Canopy is run by Meraki Solutions SRL; BigConvert works through four companies). Ask which company will invoice you, and get the CUI if it is not on the website.
- Language and time zone – English is very common in Romanian agencies, and Marketing Deck also works in French and Italian. Romania is on Eastern European Time (EET, UTC+2), one hour ahead of Berlin and two ahead of London.
Also check the paperwork when you hire a Meta ads agency in Romania. Look up the CUI (the company’s tax ID) on the ANAF website, where the public financial statements are also available, and the J registration number in the ONRC trade register. Check the VAT number (RO followed by the CUI) in the EU’s VIES database. If your business is in another EU country and gives its own VAT number, the reverse charge usually applies and the agency’s invoice carries no Romanian VAT; for a business outside the EU, Romanian VAT is in most cases not charged on these services. Ad spend billed by Meta itself follows Meta’s own invoicing. Romanian suppliers now also issue invoices through the national e-Factura system; for a foreign client this usually changes little, but ask for a PDF copy. Confirm with your adviser – this is not legal or tax advice. For comparison, here is the same list for Poland, where rates are similar.
Meta ads agencies in Romania: FAQ
The questions foreign companies ask most before hiring Meta ads agencies in Romania.
Are all the Meta ads agencies in Romania in this list Meta Business Partners?
No, not all the Meta ads agencies in Romania in this list are Meta Business Partners: Marketing Deck, Started Agency, BigConvert and Search Ads show a Meta partner badge on their sites, while Danco Vision 360, Canopy and DWF show none. I did not cross-check the badges in Meta’s directory.
Do Meta ads agencies in Romania work in English?
Yes, all the Meta ads agencies in Romania in this ranking work in English as well as Romanian, and Marketing Deck also works in French and Italian. Check that calls, reports and ad-copy reviews will be in English too.
How much do Meta ads agencies in Romania charge?
Meta ads agencies in Romania charge about $50–99 an hour where they show a rate on Clutch, with one e-commerce agency at $100–149 and minimum projects from $1,000 to $10,000. Most quote a monthly fee or a share of ad spend after a briefing, with creative sometimes extra, and the ad budget is paid on top.
Should I own the Meta ad account and Pixel when I hire a Meta ads agency in Romania?
Yes, you should own the Business Manager, ad account and Pixel when you hire a Meta ads agency in Romania, together with the Conversions API set-up and audiences. Give the agency partner access rather than letting it run your ads from its own account.
My verdict: which Meta ads agency in Romania to hire
Choosing among Meta ads agencies in Romania depends on your product and budget. For Meta ads with creative production and the strongest review record, hire Marketing Deck. For Meta and TikTok scaled together for an online store, hire Started Agency – after confirming its company details. For catalogue ads tied to profit, hire BigConvert. For a hands-on set-up with server-side tracking, talk to Danco Vision 360.
Whichever Meta ads agency in Romania you choose, agree the contracting entity, the fee model, the creative volume and – above all – that the ad account, Pixel and conversion data are yours before work starts.
