Facebook and Instagram are part of almost every consumer campaign in Portugal, and Portuguese agencies also run Meta ads for brands selling from Portugal to the rest of Europe and the US. This ranking is written for a company from the US, the UK, another EU country or the Nordics that wants to hire Meta ads agencies in Portugal – to reach Portuguese customers, or to have paid social for several markets run by a Portuguese team. I kept 5 agencies, all registered and headquartered in Portugal, and for each one I read the NIPC (company number), legal form and registered seat in eInforma.pt and, where noted, nif.pt.

- Weboost – Porto-area performance and martech agency with Facebook and Instagram ads at the core of its social work.

How I ranked the Meta ads agencies in Portugal
I ranked the Meta ads agencies in Portugal by quality first, fit for a foreign client second and price third:
- Meta partner badge – whether the agency shows one on its site. WhiteKube shows a Facebook Business Partner badge; Adclick Group and Jelly show none, and I did not check Weboost or WAY. I did not cross-check badges in Meta’s partner directory.
- Paid-social depth – how central Meta is to the agency’s work, tracking (the Pixel and the Conversions API), creative testing and work on other social platforms.
- Track record – named clients and case studies. Case-study numbers are the agencies’ own claims, and I quote them as what the agency reports.
- Reviews – Clutch only, where there are enough reviews to mean something: Weboost has 9. WAY has three and WhiteKube one, which I do not treat as usable samples, and Adclick Group and Jelly have no Clutch profile.
- Registration – NIPC, legal form and registered seat come from eInforma.pt and nif.pt, free sites that republish Portuguese register data. Several agencies trade under a brand that differs from the company name, and I give the company for each. I did not read filed accounts, so I quote no revenue figures.
The list includes only firms registered and headquartered in Portugal. I left out the Portuguese offices of the international advertising holding groups. Three of these agencies – WhiteKube, Weboost and WAY – also appear in my ranking of Google Ads agencies in Portugal.
The 5 best Meta ads agencies in Portugal, reviewed
Every Meta ads agency in Portugal below gets the same treatment: who they are, what clients say, the facts that matter when you hire, and my opinion on who should – and should not – work with them.
1. WhiteKube
Lisbon paid-media team that shows a Facebook Business Partner badge on its site
WhiteKube is a small Lisbon digital marketing consultancy that runs paid social on Meta alongside Google and Amazon advertising, with data and analytics support. Its site shows a Facebook Business Partner badge and a Google Partner Premier badge; I did not cross-check either in the platforms’ own directories. The agency reports about 10,000 social engagements and a 16% goal conversion rate for Yamaha, and 19x sales for Salsa Jeans; XTB is also among its clients. Its website shows no company number: I matched it by name to WTKB – Digital Marketing Consulting, Lda., which Clutch lists as the company behind the brand, so confirm the contracting company before you sign. I did not check its ownership.
What clients say. Clutch shows one review, which is not a usable sample. The stronger signal is the Meta badge shown on its site and its named clients: Salsa Jeans, XTB and Yamaha.
Facts: Lisbon · 2–9 people · minimum project $1,000 · English, Portuguese.
My take: the agency I would call first when a consumer or fintech brand wants Meta and Google run by one paid-media team. Best for: consumer and fintech brands that want Meta and Google ads run by one paid-media team. Not for: brands that need large-scale creative production.

2. Weboost
Porto-area performance and martech agency with Facebook and Instagram ads at the core of its social work
Weboost is a performance and martech agency in the Porto area, founded in 2018. On Clutch, Facebook and Instagram advertising make up 40% each of its social focus, and it runs them alongside Google Ads, SEO and martech, mainly for e-commerce and medical clients. Tracking set-up is part of its offer, which matters on Meta, where the Pixel and the Conversions API decide how well campaigns can optimise. I did not check a Meta partner badge on its site. Its website footer gives an office in Matosinhos, Clutch gives Vila Nova de Gaia and its registered seat is in Lousada, so ask which office will run your account. I did not check its ownership.
What clients say. Clutch: 5.0/5 from 9 reviews, the largest review sample in this ranking, mostly from e-commerce and medical clients.
Facts: founded 2018 · Matosinhos · 10–49 people · $50–99/h · minimum project $1,000 · English, Portuguese.
My take: my pick for an online shop or clinic that wants Meta ads with proper tracking set up from the start. Best for: e-commerce businesses and clinics that want Meta ads with tracking set-up. Not for: enterprise multi-market programmes.

3. Adclick Group
Porto performance group combining social ads, influencer marketing and performance campaigns for large brands
Adclick Group is a Porto performance marketing company that runs social media and influencer marketing next to performance marketing, SEO and content. Its clients include large Portuguese brands such as Continente and Sport Zone, as well as Schweppes and Emma Colchões. The company, Adclick, S.A., has been on the register for about 19 years and has converted from an Lda. to an S.A. I saw no Meta partner badge on its site, I did not check its ownership, and its site is mainly in Portuguese, so confirm English service if you need it.
What clients say. I found no Clutch profile and no Google review sample I could use, so there are no usable reviews. Its client list of large Portuguese retail and consumer brands is the strongest signal.
Facts: Porto · Portuguese.
My take: the agency I would brief for a large retail or FMCG campaign in Portugal that combines paid social with influencers. Best for: large retail and FMCG brands that want paid social combined with influencer campaigns in Portugal. Not for: small budgets.

4. WAY
Guimarães digital commerce agency running Meta ads for home and textile brands selling abroad
WAY is a digital commerce agency in Guimarães, in northern Portugal, founded in 2019 according to Clutch. Facebook and Instagram advertising make up 40% each of its social focus on Clutch, with smaller shares of influencer, LinkedIn and TikTok work, next to Google Ads and SEO. Its clients include the home-textile brands Senseslinen and Amalia Home Collection, the latter selling in the US. I did not check a Meta partner badge. The brand is run by Segmento Aliciante, Lda., which its privacy policy names as data controller; the company appears to have been registered after 2019, so the brand may be older than the company. I did not check its ownership.
What clients say. Clutch shows 5.0 from three reviews, which is a small sample. The stronger signal is its textile and home-goods clients that sell abroad: Senseslinen and Amalia Home Collection.
Facts: founded 2019 · Guimarães · 10–49 people · $50–99/h · minimum project $1,000 · English, Portuguese.
My take: a good fit for a textile or home brand that wants Meta ads to sell online in the EU and the US. Best for: textile and home brands selling online to the EU and the US. Not for: brands that want a social-first creative studio.

5. Jelly
Lisbon digital agency running Meta ads within a broader branding, marketing and technology practice
Jelly – Digital Agency is a Lisbon agency active since 2010 with a team of about 22. Its marketing practice covers paid media, and Meta Ads and ChatGPT Ads are featured on its blog, alongside branding, AI and technology work such as websites, e-commerce and CRM. Its portfolio includes Cetelem, Generali Tranquilidade and Savills. I saw no partner badges on its site, and I did not check its ownership. Paid social is one line among several, not its specialism.
What clients say. I found no Clutch profile and no Google review sample I could use, so there are no usable reviews. More than 15 years in business and its client list are the strongest signal.
Facts: founded 2010 · Lisbon · 22 people · English, Portuguese.
My take: worth a call when you want Meta campaigns and the website or CRM behind them from one Lisbon agency. Best for: brands that want campaigns and digital product work from one agency. Not for: buyers who want a dedicated paid-social specialist.

Quality, specialisation and what Meta ads agencies in Portugal charge
Two of the Meta ads agencies in Portugal in this ranking show a rate on Clutch – $50–99 an hour for Weboost and WAY – and three show a minimum project of $1,000 (WhiteKube, Weboost, WAY). None publishes a monthly fee. Portuguese agencies usually charge a flat monthly management fee, a percentage of ad spend, or a mix of the two, and creative production and influencer fees may be priced separately; the ad budget itself is paid on top, usually straight to Meta. Ask what minimum spend the agency expects before testing makes sense. Fees are invoiced in euros.
The main choice is between paid-media specialists that run Meta next to Google (WhiteKube, Weboost), a performance group for large brands that combines paid social with influencers (Adclick Group), a commerce agency for exporters from the north (WAY) and a full-service digital agency where Meta is one line among several (Jelly).
How to choose a Meta ads agency in Portugal
Choosing a Meta ads agency in Portugal starts with what you need besides media buying:
- What the badge means – a Meta Business Partner badge means Meta has vetted the agency’s expertise and track record in its partner programme. It is a useful filter but says nothing about your account, so ask for case studies in your sector and check the badge in Meta’s partner directory.
- Creative – on Meta the ad creative does most of the work. Ask who makes the images and videos, how many variants they test each month and whether production is in the fee.
- Who owns the account – the business portfolio (Business Manager), ad account, Pixel, Conversions API set-up, custom audiences and conversion data should belong to your company, with the agency given partner access. If the agency leaves, your data and history should stay with you. Put this in the contract.
- Who you contract with – WhiteKube trades through WTKB – Digital Marketing Consulting and WAY through Segmento Aliciante. Ask which company will invoice you and get its NIPC if it is not on the website.
- Language – ads for Portugal should be written in European Portuguese by native speakers. Most of these agencies work in English; Adclick Group presents itself mainly in Portuguese.
Also check the paperwork when you hire a Meta ads agency in Portugal. Look up its NIPC, which is also its tax number and its commercial-register number, on eInforma.pt or nif.pt, or order the official online certificate (certidão permanente) of the commercial register from the Portuguese registries (IRN). Check its VAT number (PT followed by the NIPC) in the EU’s VIES database. If your business is in another EU country and gives its own VAT number, the reverse charge usually applies and the agency’s invoice carries no Portuguese VAT (IVA); for a business outside the EU, Portuguese VAT is in most cases not charged on these services. Ad spend billed by Meta itself follows Meta’s own invoicing. Confirm with your adviser – this is not legal or tax advice. Mainland Portugal is on Western European Time (UTC+0, the same as London), one hour behind Central Europe. For comparison, here is the same list for Poland, where rates are broadly similar.
Meta ads agencies in Portugal: FAQ
The questions foreign companies ask most before hiring Meta ads agencies in Portugal.
Are all the Meta ads agencies in Portugal in this list Meta Business Partners?
No, not all the Meta ads agencies in Portugal in this list are Meta Business Partners: WhiteKube shows a Facebook Business Partner badge on its site, Adclick Group and Jelly show none, and I did not check Weboost or WAY. I did not cross-check the badges in Meta’s directory.
Do Meta ads agencies in Portugal work in English?
Yes, most Meta ads agencies in Portugal in this ranking work in English as well as Portuguese: WhiteKube, Weboost, WAY and Jelly. Adclick Group presents itself mainly in Portuguese, so confirm English service if you need it.
How much do Meta ads agencies in Portugal charge?
Meta ads agencies in Portugal charge about $50–99 an hour where they show a rate on Clutch, with minimum projects from $1,000. Most quote a monthly fee or a share of ad spend after a briefing, with creative and influencer fees sometimes extra, and the ad budget is paid on top.
Should I own the Meta ad account and Pixel when I hire a Meta ads agency in Portugal?
Yes, you should own the business portfolio, ad account and Pixel when you hire a Meta ads agency in Portugal, together with the Conversions API set-up, audiences and conversion data. Give the agency partner access rather than letting it run your ads from its own account.
My verdict: which Meta ads agency in Portugal to hire
Choosing among Meta ads agencies in Portugal depends on your product and budget. For Meta and Google run by one paid-media team, hire WhiteKube after confirming its company details. For an online shop or clinic that needs tracking done properly, hire Weboost. For a large retail or FMCG campaign with influencers, hire Adclick Group. For a textile or home brand selling abroad, talk to WAY. For Meta campaigns plus the website behind them, talk to Jelly.
Whichever Meta ads agency in Portugal you choose, agree the contracting company, the fee model, the creative volume and – above all – that the ad account, Pixel and conversion data are yours before work starts.
