Portugal draws foreign founders, remote-first start-ups and subsidiaries of larger groups, and every company registered there needs its books, VAT and annual filings done under Portuguese rules – usually signed by a certified accountant. This ranking is written for a company from the US, the UK, another EU country or the Nordics that needs one of the accounting firms in Portugal to keep its local books, run payroll or advise on tax. I kept 5 firms, all registered and headquartered in Portugal, and for each one I read the NIPC (company number), legal form and registered seat in eInforma.pt and, where noted, nif.pt.
Accounting firms in Portugal at a glance
If you only have a minute, these are the accounting firms in Portugal I would shortlist as a foreign company, in the order I would contact them. Each is reviewed below, with its registry data on its company profile.
- Moneris – Portugal-wide accounting, tax and payroll group with English-speaking teams and foreign-language desks.
- HVR Business Consulting – Lisbon accounting firm with English-speaking accountants and published starting prices.
- Accountbook – Lisbon accounting, payroll and tax-advisory firm registered with the OCC.
- Contordem – Long-established Lisbon accounting and tax practice used to expatriate clients.
- Finanquest – Algarve accounting and tax firm with tiered packages and an international-services line.

How I ranked the accounting firms in Portugal
I ranked the accounting firms in Portugal by quality first, fit for a foreign client second and price third:
- Service mix – accounting, tax and payroll from a national group (Moneris), accounting and company formation for foreign founders (HVR Business Consulting), bookkeeping plus payroll (Accountbook) and local practices (Contordem in Lisbon, Finanquest in the Algarve).
- English – Moneris, HVR Business Consulting and Accountbook show English on their own sites; for Contordem and Finanquest the evidence comes from expat directories, which pushed them down.
- Prices – only HVR Business Consulting publishes starting prices, which counts in its favour.
- Reviews – none of the five has a review sample on Clutch or Google that I could use, so for each I name the strongest other signal.
- Registration and ownership – NIPC, legal form and registered seat come from eInforma.pt and nif.pt, free sites that republish Portuguese register data. I did not read filed accounts, so I quote no revenue figures, and I disclose what I could not confirm about owners.
The list includes only firms registered and headquartered in Portugal. I left out the Portuguese member firms of the Big Four and other international accounting networks, and I treat MSI Global, of which Moneris is a member, as an association of independent firms rather than an owner.
The 5 best accounting firms in Portugal, reviewed
Every accounting firm in Portugal below gets the same treatment: who they are, what clients say, the facts that matter when you hire, and my opinion on who should – and should not – work with them.
1. Moneris
Portugal-wide accounting, tax and payroll group with English-speaking teams and foreign-language desks
Moneris is a Portuguese accounting and management-services group headquartered on Avenida da República in Lisbon. It says it has more than 30 years of experience, more than 250 professionals and 14 offices across Portugal. Its service lines cover accounting and tax, HR and payroll, consulting and training, grants and incentives, and technology. Its profile with MSI Global, an association of independent firms (a referral network, not an owner), says English is used across the firm and that it runs French, German and Spanish desks. The group is held by Moneris SGPS, S.A.; I could not identify its shareholders, and I found no foreign parent. Note that nif.pt lists about 20 regional Moneris companies, so which one signs your contract depends on the office you work with. It is not related to the Canadian payments company of the same name.
What clients say. I found no Clutch profile and no Google review sample I could use, so there are no usable reviews. Its national network of 14 offices and its foreign-language desks are the strongest signal.
Facts: Lisbon · 250+ people · English, Portuguese, French, German, Spanish.
My take: my first call for a foreign company setting up a Portuguese subsidiary that wants accounting, tax and payroll from one national provider with an English-speaking team. Best for: foreign companies setting up a Portuguese subsidiary that need accounting, tax compliance and payroll from one national provider. Not for: statutory audits – it is not an audit firm – or a one-person budget.

2. HVR Business Consulting
Lisbon accounting firm with English-speaking accountants and published starting prices
HVR Business Consulting was founded in 2016 by Hugo Ribeiro, a certified accountant registered with the Ordem dos Contabilistas Certificados (OCC). It says it serves more than 200 companies and individuals, mainly start-ups, real estate, hospitality, health, tech and e-commerce. Services include company accounting, tax consulting, an external CFO service, company formation for foreigners, cross-border operations and fiscal representation. Unusually, it publishes starting prices: accounting from €150 a month, external CFO from €500 a month and company formation from €360.
What clients say. I found no Clutch profile and no Google review sample I could use, so there are no usable reviews. Its published prices and its focus on foreign founders are the strongest signal.
Facts: founded 2016 · Lisbon · minimum project €150 a month · English, Portuguese.
My take: the firm I would brief first as a foreign founder who wants a Portuguese Lda. set up and then run in English at a known price. Best for: foreign founders and small international companies setting up and running a Portuguese entity. Not for: groups that need a statutory audit.

3. Accountbook
Lisbon accounting, payroll and tax-advisory firm registered with the OCC
Accountbook is a Lisbon accounting firm whose company has been registered for about 14 years. It offers business accounting, HR and payroll processing, tax advice, invoicing and management consulting, and it states that it is registered with the Ordem dos Contabilistas Certificados (OCC). Its website runs in Portuguese, Spanish and English. One directory lists a different Lisbon address from the registered seat, so confirm where you will meet the team.
What clients say. I found no Clutch profile and no Google review sample I could use, so there are no usable reviews. Its OCC registration and its three-language website are the strongest signal.
Facts: Lisbon · English, Portuguese, Spanish.
My take: a sensible choice for a small foreign-owned subsidiary that wants bookkeeping and payroll from one Lisbon firm. Best for: SMEs and foreign-owned subsidiaries that need bookkeeping plus payroll. Not for: audit work.

4. Contordem
Long-established Lisbon accounting and tax practice used to expatriate clients
Contordem – Organização e Gestão is a Lisbon accounting and tax firm whose company has been registered for about 52 years. Angloinfo’s Lisbon directory describes it as offering accountancy and tax advice for companies and individuals, experienced with foreign and expatriate clients and English-speaking. Its own website shows only a welcome page, so the service description here comes from that third-party listing, not from the firm.
What clients say. I found no Clutch profile and no Google review sample I could use, so there are no usable reviews. More than 50 years on the register and its directory listing for expatriate clients are the strongest signal.
Facts: Lisbon · English, Portuguese.
My take: worth a call for an expat or a small foreign-owned company that wants an established, English-speaking accountant in Lisbon – ask for its service list in writing. Best for: expats and small foreign-owned companies that want an established English-speaking accountant in Lisbon. Not for: audit or complex group reporting, which I could not verify.

5. Finanquest
Algarve accounting and tax firm with tiered packages and an international-services line
Finanquest – Contabilidade e Fiscalidade is an accounting firm in Albufeira in the Algarve whose company has been registered for about 28 years. It says it serves more than 200 clients and offers accounting, tax consulting, payroll and HR, administrative and international services in three packages (Standard, Advance and Leader). It is listed in Expat.com’s business directory and its site has English menu labels, but I could not confirm English-language service directly.
What clients say. I found no Clutch profile and no Google review sample I could use, so there are no usable reviews. Nearly three decades in the Algarve and its expat-directory listing are the strongest signal.
Facts: Albufeira · English, Portuguese.
My take: the local option I would look at for a foreign-owned property or tourism business in the Algarve – confirm English service first. Best for: foreign-owned SMEs and property or tourism businesses in the Algarve. Not for: Lisbon- or Porto-based groups that need audit.

Quality, specialisation and what accounting firms in Portugal charge
Only one of the accounting firms in Portugal in this ranking publishes prices: HVR Business Consulting quotes accounting from €150 a month, an external CFO from €500 a month and company formation from €360. The others quote after a briefing. Portuguese bookkeeping is usually priced as a monthly fee based on the number of documents, employees and VAT returns, with the annual filings and payroll sometimes billed separately; Finanquest, for example, sells three fixed packages. Fees are invoiced in euros.
The main choice is between a national group with foreign-language desks (Moneris), a firm built around foreign founders (HVR Business Consulting), a small Lisbon firm for bookkeeping and payroll (Accountbook) and long-established local practices (Contordem in Lisbon, Finanquest in the Algarve). None of the five is an audit firm.
How to choose an accounting firm in Portugal
Choosing an accounting firm in Portugal starts with what your Portuguese company has to file and who at head office will read the numbers:
- Certified accountant – in most cases a Portuguese company with organised accounts needs a certified accountant (contabilista certificado), registered with the OCC, who signs its tax returns. Ask who that person will be and check the OCC registration.
- Filings – a Portuguese company usually files periodic VAT (IVA) returns, SAF-T files, the annual corporate income tax return (IRC) and the annual IES return, which also deposits the accounts. Ask the firm which of these it prepares and when; this is not tax advice.
- Payroll – Portuguese payroll includes Social Security (Segurança Social) returns and, for most employees, 14 monthly payments a year because of the holiday and Christmas allowances. Ask whether the firm runs payroll in-house.
- Audit – companies above certain size thresholds need a statutory auditor (ROC, registered with the OROC). None of the five firms here is an auditor, so ask whether they work with one; this is not legal advice.
- Language and reporting – English is widely spoken in Portuguese business, especially in Lisbon and Porto, but tax filings are in Portuguese. Ask for English monthly reports and an English-speaking contact in writing.
Also check the paperwork when you hire an accounting firm in Portugal. Look up the firm’s NIPC, which is also its tax number and its commercial-register number, on eInforma.pt or nif.pt, or order the official online certificate (certidão permanente) of the commercial register from the Portuguese registries (IRN). Check its VAT number (PT followed by the NIPC) in the EU’s VIES database. On VAT, in most cases the firm’s fees to a VAT-registered business in another EU country carry no Portuguese VAT under the reverse charge, and fees to a business outside the EU are usually outside the scope of Portuguese VAT, while fees to your Portuguese subsidiary do carry IVA; confirm with your adviser – this is not tax advice. Mainland Portugal is on Western European Time (UTC+0, the same as London), one hour behind Central Europe. If you plan to hire staff before you have your own entity, see my ranking of employer of record in Portugal. For comparison, here is the same list for Poland, where rates are often a little lower.
Accounting firms in Portugal: FAQ
The questions foreign companies ask most before hiring accounting firms in Portugal.
Do accounting firms in Portugal work in English?
Yes, many accounting firms in Portugal work in English, and Moneris, HVR Business Consulting and Accountbook show English on their own websites. For Contordem and Finanquest the evidence comes from expat directories, so confirm English service before you sign.
Does my Portuguese company need a certified accountant from an accounting firm in Portugal?
Yes, in most cases a Portuguese company with organised accounts needs a certified accountant registered with the OCC to sign its tax returns, and an accounting firm in Portugal will usually provide that person. Ask who will sign and check the registration. This is not legal or tax advice.
How much do accounting firms in Portugal charge?
Accounting firms in Portugal charge mostly monthly fees based on your volume of documents and employees. HVR Business Consulting publishes prices from €150 a month for accounting; the other four quote after a briefing, so ask for a written quote that separates bookkeeping, payroll, VAT and the annual filings.
Can an accounting firm in Portugal audit my company?
No, none of the accounting firms in Portugal in this ranking is a statutory audit firm. If your company is above the audit thresholds, you need a separate statutory auditor (ROC) registered with the OROC; ask your accountant which one they work with.
My verdict: which accounting firm in Portugal to hire
Choosing among accounting firms in Portugal depends on your size and where you are. For a subsidiary that wants accounting, tax and payroll from a national provider with foreign-language desks, hire Moneris. For a foreign founder who wants a company set up and run in English at a published price, hire HVR Business Consulting. For bookkeeping plus payroll in Lisbon, talk to Accountbook. For an established local accountant, Contordem in Lisbon and Finanquest in the Algarve are options once you have confirmed English service.
Whichever accounting firm in Portugal you choose, check its NIPC and the certified accountant’s OCC registration, check its VAT number in VIES and agree in writing who files VAT, SAF-T, IRC, IES and payroll, and when.
